According to the "Reply", in order to improve the layout of the intercity railway network in the Guangdong-Hong Kong-Macao Greater Bay Area, build a Greater Bay Area on the track, promote the deep integration of the Guangzhou metropolitan area and the metropolitan area on the west bank of the Pearl River, and actively promote Guangzhou Nansha to deepen the comprehensive cooperation between Guangdong, Hong Kong and Macau facing the world , to support the development of key areas in Zhongshan City, and agree to build a new Nansha-Zhuhai (Zhongshan) intercity Wanqingsha-Xingzhong section project.
The project is planned to start construction in 2023, with a planned total construction period of 60 months and a total project investment of 30.559 billion yuan. The main construction content of the project is as follows: the line starts from Wanqingsha Station, Nansha District, Guangzhou City, and ends at Xingzhong Station, Zhongshan City. The length of the main line of the new line is 47.6 kilometers, including 4.6 kilometers of bridges, 0.15 kilometers of roadbeds, and 42.85 kilometers of tunnels.

There are 10 stations on the whole line, including Wanqingsha (existing), Shierchong, Ershichong, Xiangshan, Huoju, Zhangjiabian, Zhongshan, Qijiang New City, Shiqi, and Xingzhong, and the east station of Torch is reserved. A new Yantongshan parking lot, new Yantongshan and Xiangshan main substations. The line is reserved for extending from Xiangshan Station to Zhuhai. The railway level is intercity railway, and the EMU adopts city-area D-type cars (compatible with the new intercity trains in the Bay Area), with 4/8 car formation. The estimated total investment of the project is 30.559 billion yuan, including 28.254 billion yuan of static investment, 1.199 billion yuan of loan interest during the construction period, 1.100 billion yuan of rolling stock purchase costs, and 6 million yuan of basic working capital. The project capital accounted for 50% of the total investment, which was 15.28 billion yuan, of which Guangzhou City assumed 5.742 billion yuan and Zhongshan City assumed 9.538 billion yuan. Funds other than capital funds are resolved through financing methods such as bank loans. The total construction period of the project is 5 years, of which the construction period of the Wanqingsha to Ershichong section is well connected with the construction and operation of the large-scale urban complex in Nansha.
For the project, Guangzhou Metro Group Co., Ltd. and Zhongshan Rail Transit Co., Ltd. set up a project company as the construction unit, responsible for project construction and operation management. Simultaneously implement the reserved project investment of 1.123 billion yuan in the direction of Xiangshan Station to Zhuhai, which will be funded by Zhongshan City first, and will be included in the Nansha-Zhuhai (Zhongshan) intercity Xiangshan-Zhuhai section project later.
