The project is generally divided into three functional areas, namely the aviation emergency rescue functional area, the Guangdong fire mobile team garrison functional area and the emergency rescue equipment storage and transportation functional area.

Among them, the aviation emergency rescue functional area mainly plans to build a runway-type heliport; the Guangdong fire mobile team garrison functional area includes two barracks, a life support building, a business technology building, and a special garage, as well as the construction of supporting rescue facilities. Training area; the emergency rescue equipment storage and transportation functional area includes an emergency rescue equipment warehouse and a large transfer square, which undertakes the important task of quickly mobilizing rescue teams and emergency supplies to respond to the disaster site as soon as possible and arrive at the disaster site to carry out rescue operations.
