Recently, the expansion and renovation project of Dongjiakou Wulian Railway and Jiaoxin Railway has reached a critical milestone. The bidding announcement for the construction drawing review of the project is scheduled to be officially released on September 29, 2025, marking the substantial promotion stage of this regional transportation key project.

As an important layout for Shandong Province to serve the national strategy, the project has been included in the medium and long-term railway network planning and the "14th Five Year Plan" comprehensive transportation development plan of Shandong Province. It is a core supporting project for Qingdao to build a bridgehead for two-way opening of the the Belt and Road. After the completion of the project, it will significantly optimize the regional railway network structure, improve the collection and distribution efficiency of Dongjiakou Port Area in Qingdao Port, accelerate the adjustment of the railway transportation structure, and inject new momentum into the regional green and low-carbon transformation.

According to the bidding information, the scope of this bidding includes the full element review of construction drawings, including on-site verification, design principle review, construction drawing document and budget review, review of design change documents, etc. At the same time, it is necessary to undertake major design scheme demonstration and other consulting tasks entrusted by the construction unit. The total estimated investment of the project is 17.577 billion yuan. The line starts from Dongjiakou Port Area, crosses Qingdao, Weifang, and Rizhao cities, and ends at Wulian Station of Jiaoxin Railway. The entire line is simultaneously constructed with the connecting line project and Dongjiakou South Station reconstruction project, forming a multimodal transportation hub node.

In terms of financial security, the project adopts a diversified financing model, with a capital ratio of 50%, consisting of self raised funds by the enterprise, local finance, and bank loans. Currently, all funds have been received. The bidding subject is the preparatory team for the Dongjiakou Yishui Railway project, and the bidding and construction work will be carried out according to the plan in the future.

It is worth noting that the project has been included in the national "14th Five Year Plan" for railway construction, further highlighting its strategic value. After the implementation of the project, a new railway corridor directly connecting to coastal ports will be added in the southeastern region of Shandong. The spatial and temporal distance between Qingdao Port and the inland hinterland will be greatly compressed, forming a new pattern of port industry city linkage development. According to estimates, after the project is put into operation, it is expected to reduce regional logistics costs by more than 1 billion yuan annually, drive the agglomeration and development of industries along the line, and provide solid transportation support for the high-quality development of regional economy and society.
