Against the backdrop of promoting green energy transformation and implementing the "dual carbon" goals, the development of China's hydrogen based energy industry has reached an important milestone. On September 21, 2025, the Huadian Diaobingshan Wind Power Hydrogen Production Coupling 100000 ton Green Methanol Demonstration Project officially started construction in the North Industrial Park of Diaobingshan, Liaoning. As a landmark project of Huadian Liaoning Company to deepen cooperation between the central and local governments and promote the development of hydrogen based energy, this project was successfully selected as one of the first national green liquid fuel technology research and industrialization pilot projects in August this year, marking its national recognition in the field of green energy innovation.

The total investment of the project is 3.945 billion yuan, which will include the construction of a 450 MW wind farm and supporting power transmission and transformation facilities, a 295 MW hydrogen production and storage system, an 80 MW/80 MWh energy storage power station, and a green methanol synthesis plant with an annual output of 100000 tons. After completion, it is expected to produce 19000 tons of green hydrogen and 100000 tons of green methanol annually, achieving full chain connectivity from renewable energy to green fuels.

Clear technological path, building a "wind hydrogen alcohol" energy coupling system

The project starts with wind power, producing green hydrogen through electrolysis of water, and then coupling industrial capture of carbon dioxide to synthesize green methanol, forming an integrated green energy system of "electricity hydrogen alcohol". This path not only effectively enhances the wind power consumption capacity, but also converts volatile renewable energy into liquid fuels that are easy to store and transport through chemical synthesis, providing a replicable and scalable system solution for the energy structure transformation in Northeast China.

Strengthening regional energy security and helping Liaoning's revitalization breakthrough

As a key project of the Three Year Action Plan for Liaoning's Comprehensive Revitalization, this project will effectively promote the transformation of Diaobingshan from a traditional coal industry to a green energy base, and enhance the region's ability to independently regulate energy. Green methanol, as an important option for low-carbon fuels in fields such as shipping and heavy trucks, will effectively support the construction of the green fuel supply chain in Northeast Asia and provide industrial support for achieving the "dual carbon" goals in Liaoning and even the whole country. After the completion of the project, it is expected to reduce carbon dioxide emissions by about 700000 tons per year.
