Recently, the design and construction general contracting (EPC) of a major new energy infrastructure project in Xiangyin County, Hunan Province - Xiangyin New Energy Green Transportation Demonstration Project - officially announced the winning bid results. China Railway Construction's subsidiary, Jinlv, successfully won the championship, marking that this green transportation and smart logistics project with a total investment of 3.35 billion yuan is about to enter the substantive construction stage.

The project adopts an integrated EPC general contracting model of design, procurement, and construction, and its full name is "Xiangyin New Energy Green Transportation Demonstration Project Design and Construction General Contracting (EPC)". The overall plan of the project is divided into three phases, with a total investment of 3.35 billion yuan, aiming to create a zero carbon smart logistics demonstration project for buildings. Among them, the first phase of the project has an investment of about 693 million yuan, the second phase has an investment of about 1.757 billion yuan, and the third phase has an investment of about 900 million yuan.

In terms of specific construction content, the first phase of the project will focus on building supporting facilities such as a new energy shared highway port, headquarters research and development building base, production workshops, canteens, and shift buildings, with a total construction area of 61701 square meters. The core of the second phase project is to build a green transportation and intelligent transportation base for buildings, and to support wind power generation, energy storage, and intelligent logistics bases. The third phase of the project mainly focuses on the expansion of smart logistics bases, including urban supply and distribution centers, digital supply chain bases, and modern logistics service bases. The overall project duration is tentatively set at 1825 calendar days, with one phase lasting 540 calendar days.

In terms of quality and warranty, project design must comply with current national and local regulations and standards, while construction quality must meet the qualified standards of national engineering construction acceptance specifications. The warranty work will be strictly implemented in accordance with the latest regulations such as the "Regulations on Quality Management of Construction Projects" and the "Measures for Quality Warranty of Building Construction Projects".

The scope of this bidding covers the entire process of design services from scheme design, preliminary design to construction drawing design, as well as the procurement of all equipment and materials included in the construction drawings, and all engineering construction including earthwork, construction, decoration, installation, landscape greening, etc.

After intense bidding, the consortium consisting of China Railway Construction Bridge Engineering Group Co., Ltd., China Railway Urban Construction Group Co., Ltd., and Guosheng Design Co., Ltd. emerged as the first candidate for winning the bid. China Railway 12th Bureau Group Co., Ltd. ranks second, while the consortium of China Railway 25th Bureau Group Third Engineering Co., Ltd. and Guangzhou Boxia Architectural Design and Research Institute Co., Ltd. ranks third.
