In 2025, the 149th Regiment 1 million kilowatt wind power project in Shihezi City, Xinjiang will undergo EPC general contracting bidding in two parts, and a consortium composed of multiple enterprises under China Power Construction Group will win in fierce competition.

The first part of the 500000 kilowatt project is led by Zhejiang Huadong Engineering Construction Management Co., Ltd., in collaboration with China Electric Power Construction Group Huadong Survey and Design Institute Co., Ltd. and China Water Resources and Hydropower Fourth Engineering Bureau Co., Ltd., winning the bid with a price of 2.01 billion yuan. Northwest Electric Power Construction First Engineering Co., Ltd. (2.024 billion yuan) and Jiangsu Sprott Construction Engineering Co., Ltd. (1.999 billion yuan) ranked second and third respectively.

The second part of the 500000 kilowatt project was won by Shanghai Electric Power Installation Second Engineering Co., Ltd. in conjunction with Shenzhen CGN Engineering Design Co., Ltd. and China Power Construction Group Qinghai Engineering Co., Ltd., with a bid price of 2 billion yuan. The consortium of China Construction Sixth Engineering Bureau Co., Ltd. also ranked second with a bid of 2 billion yuan, while the consortium of Yanggang Construction Group Co., Ltd. ranked third with a bid of 2.035 billion yuan. The project leader of the winning consortium stated, "We have developed a scientific and reasonable implementation plan based on our accumulated technological advantages and project management experience in the field of new energy construction, and ultimately stood out in fierce competition

160 6.25MW wind turbines+double booster station grid connected architecture

The technical proposal for this winning bid project is clear and specific, demonstrating advanced design concepts for large-scale wind power development. The project will install 160 wind turbines with a single capacity of 6.25 megawatts, with a total installed capacity of 1 million kilowatts, divided into two 500 megawatt wind farms for construction. In terms of supporting infrastructure, the project will build two new 220 kV booster stations, each of which will be connected to the nearby 220 kV substation of the Corps power grid through one 220 kV line. The length of the newly built line is about 47 kilometers, and the cross-sectional area of the conductor is selected as 2 × 400 square millimeters to ensure stable and efficient power transmission.

In terms of electrical connection design, the wind farm plans to connect every 25 MW wind turbine unit to the newly built 220 kV substation through one collection line. This standardized design ensures system reliability and improves operation and maintenance efficiency. The chief engineer of the project introduced, "We have adopted mature high-capacity fan technology and intelligent centralized control solutions in China, which can ensure that the project maintains efficient and stable operation throughout its entire lifecycle.

Boosting Xinjiang's energy transformation and regional economic development

The implementation of the 1 million kilowatt wind power project in 149th Regiment, Shihezi City, Xinjiang has multiple strategic significance for promoting the optimization of Xinjiang's energy structure and regional economic development.
