On April 28, 2026, the announcement of the winning bid for a 55.3-kilometer road upgrade project quietly stirred up the existing map of Chinese infrastructure companies going global in Africa. Shandong Hi Speed Group has successfully won the Kazabe to Rutzlo section of the road project in Rwanda, with a contract amount of approximately 330 million RMB. The amount is not large, but the weight of the first two words is far from being measured by numbers - this local state-owned enterprise has opened a hole in the Rwandan market and added the latest puzzle for Chinese companies to densely layout the East African infrastructure corridor.

The country of mountains opens the window for infrastructure construction

Rwanda, with an area of only 26000 square kilometers, has listed infrastructure as the top four economic pillars of its 2050 vision. At present, the national road paving rate is less than 28%, and the average annual increase in road mileage in the next five years will exceed 500 kilometers. The infrastructure investment gap in the next ten years will be at least 12 billion US dollars. By 2025, the output value of the construction industry will reach 2.45 billion US dollars, a year-on-year increase of nearly 10%. Shandong Hi Speed Group's winning bid is the first independent breakthrough of local state-owned enterprises in the African infrastructure market dominated by central enterprises for a long time. Behind it is the domestic supply chain procurement list of dozens of categories such as surveying, asphalt, bridge components, traffic signs, etc.

The synchronous promotion of the three lines of the East African Corridor

Shandong Hi Speed Group's move to Rwanda is just the latest addition to the East African infrastructure map. In the direction of Tanzania, CCCC has connected three highway sections at the same time. The standard gauge project of Tanzania Burundi transnational railway contracted by CCCC has been officially handed over in early April. In the direction of Burundi, POWERCHINA signed a contract with irrigation area irrigation and water conservancy projects, extending the infrastructure tentacles to inland hinterland. In the direction of Rwanda, the Bugesera Airport Connection Line project undertaken by China Road and Bridge Corporation continues to advance. Although the scale of individual projects is not large, they together have outlined a major infrastructure artery that gradually connects from coastal ports to inland areas.

Four layer industrial chain supporting synchronous overseas expansion

The entry of engineering enterprises drives the follow-up effect of the entire industrial chain. The first layer is the export of construction machinery such as bulldozers and rollers. China's exports of construction machinery to Africa will increase by more than half year-on-year in 2025, with the fastest growth rate in East Africa. The second layer is the supply of building materials such as asphalt, steel, and cement. Rwanda has weak local production capacity and relies heavily on imports for the vast majority. The third layer is the maintenance service of stock equipment. The spare parts center in Kigali can radiate Burundi, Uganda and other neighboring markets. The fourth layer is the economic extension of road construction. After the road is connected, the demand for logistics, warehousing, service areas, and other services along the route is simultaneously released, providing a longer commercial window for Chinese enterprises to extend from road construction to operation.
