Recently, in the densely packed industrial parks around Ho Chi Minh City, the huge factory roofs that were once only used to provide shelter from wind and rain have overnight become a rich mine that business owners urgently need to develop. Faced with an increasingly severe power shortage and soaring energy costs by 2026, the Vietnamese government has decisively cut through the red tape that restricts the development of distributed photovoltaics. Relaxing government policies and removing barriers to entry into the market

The implementation of Vietnamese Decree No. 58/2025/ND-CP has completely reshaped the investment ecology of local new energy.

The new policy not only abolished the long-standing restrictions on building property rights that have plagued the industry, allowing every inch of compliant roof to legally transform into a power station, but also greatly simplified the approval process and exempted small-scale projects from operating licenses. The most remarkable thing is that the proportion of surplus electricity connected to the internet has significantly increased from 20% to 50%, which means that investors can not only save electricity bills, but also obtain considerable profits through selling electricity. The shortened investment return cycle has directly ignited market enthusiasm.

The mismatch between supply and demand has led to a gap of billions of yuan

As a core area for Southeast Asia to undertake manufacturing transfer, Vietnam's industrial electricity thirst is becoming increasingly severe.

The dense industrial parks and high energy consuming enterprises make self use of photovoltaics in industry and commerce the first choice for essential needs. Data shows that Vietnam's new installed capacity is expected to strongly exceed the 10 gigawatt mark in 2026. However, the extremely scarce energy storage facilities and smart grid management capabilities in the local area perfectly complement China's strong manufacturing and engineering output capabilities. From inverters to energy storage cells, from smart energy management to system integration, China's supply chain is ushering in a deterministic overseas feast.

Upgrading business models and reshaping the logic of competition

Faced with this hot land, the logic of Chinese enterprises going global has undergone a qualitative change. The single player model of dumping components at low prices in the past has become history, replaced by a one-stop turnkey solution that includes equipment supply, engineering construction, energy storage support, and intelligent operation and maintenance.
