Yunnan Construction Group wins Laos Luang Prabang Airport expansion PPP project

In the early morning, the thin mist of the ancient city of Luang Prabang did not dissipate, and a flight slowly landed on the old runway in the suburbs that had been in service for over twelve years. In the terminal building, passengers lined up in long lines, and the only few seats on the apron were already fully loaded - as the air gateway to northern Laos, Luang Prabang International Airport is facing the dual constraints of aging facilities and saturated capacity. Just as this world cultural heritage city is waiting for its new wings to spread, a consortium bid notification from China is about to sound a new engine roar over the ancient capital.

Old hub welcomes new renovation and expansion

Luang Prabang International Airport is located in the suburbs of Luang Prabang in northern Laos, about 950 kilometers away from Kunming and 300 kilometers away from Vientiane. It is the second largest aviation hub in Laos after Vientiane Wattay International Airport. The airport has been in operation for over 12 years, and the existing terminal buildings and parking spaces are unable to match the increasing demand for inbound tourists and cargo. Therefore, the Laotian government has launched an international bidding for renovation and expansion through PPP mode operation.

The bidding consortium, led by Yunnan Construction Investment Group's basic investment company and composed of the group company, the fourth company, Yunnan Airport Group, and Zhihang Company, stood out from the competition of multiple countries and officially received the bid notification on June 19, 2026. The project will be implemented in stages based on passenger flow growth. After all four phases are completed, the annual passenger throughput is expected to reach 3.6 million people.

The total investment of the first phase project is about 277 million yuan, mainly implementing the compliance upgrade of civil aviation safety system, expansion and optimization of parking spaces, improvement of airport operation efficiency, and simultaneous improvement of passenger service supporting facilities and air cargo facilities and other functional areas.

Yunnan Enterprises Launch First Overseas Airport Operations

For Yunnan Construction Investment, this is not only a project contracting, but also the first time in the group's history to enter the international aviation operation field, realizing the transformation from a simple infrastructure builder to an investment construction operation full chain service provider. Yunnan Airport Group will export the management system accumulated in mature airports in China, including security checks, ground services, and air traffic control assistance, to assist the Lao side in establishing operational norms that comply with the standards of the International Civil Aviation Organization.

The project has a moderate investment scale and a robust profit model, and has been included in the list of small and American overseas cooperation projects encouraged by the state for development. The consortium will participate in the daily operation and management of the airport during the franchise period, and form a sustainable overseas business model by improving service levels and recovering investment through commercial development.

The linkage between air, rail, and public transportation connects the Indochinese Peninsula

The reconstructed Luang Prabang Airport will form a comprehensive three-dimensional transportation network with the China Laos Railway and the China Laos Expressway under construction - tourists can take the China Laos Railway International Train to Luang Prabang Station, and then transfer to the airport by short distance shuttle; Freight can be distributed and distributed through the highway network. This air rail road intermodal transportation system will connect Kunming and Xishuangbanna in China, Vientiane and Luang Prabang in Laos, and Siem Reap in Cambodia, becoming a transportation corridor node that connects the northern part of the Indochina Peninsula.keywords:Southeast Asia engineering information network
