Shikun&Binui win authorization for 76MW wind solar hybrid power plant in Romania

The energy sector of Shikun&Binui, a comprehensive group listed in Israel, has just obtained the final construction authorization from the Romanian Energy Regulatory Authority ANRE. It will build a wind solar hybrid power station with a grid connected capacity of 76 megawatts at the border of Yaxi County and Botoshani County in the northeast, with a validity period of three years. This is another substantial step taken by the group in the renewable energy market in Eastern Europe after the Satumare photovoltaic project was put into operation in Romania in August 2025.

Backed by the capital and resource support of Allison Group, this veteran company listed on the Tel Aviv Stock Exchange is building Eastern Europe as its core pivot for global new energy expansion.

Dual project portfolio landing, core supply chain fully locked in

The approved wind and solar power station will be fully operated by Deleni Wind Energy, a project company registered in Constanta, and will be divided into two independent sub projects to be promoted simultaneously. The Deleni 1 wind farm will install 12 Vestas wind turbines with a single capacity of 7.2 megawatts and a total rated capacity of 86.4 megawatts, occupying only 26 hectares with land use efficiency far exceeding that of similar wind power projects in the region. The peak installed capacity of the Deleni 2 solar park is 15 megawatts, which will be equipped with 25200 Dongfang Risheng photovoltaic modules and 55 solar power inverters. All core equipment has been confirmed as top suppliers.

To address the pain points of power transmission, the investor will simultaneously lay 35 kilometers of underground transmission lines, connecting these two power stations with the previously approved 111.8 MW Scobin ț i wind farm to the Breni substation, forming a scale effect of contiguous cluster transmission.

The competitive landscape of Romania's new energy track is changing

Previously, the development progress of renewable energy in the northeastern region of Romania was significantly lagging behind the southern plains, and the local power grid's consumption capacity has not been fully activated for a long time. Shikun&Binui landed the project here, avoiding the core land in the south that had already been divided by local energy giants, and obtaining lower cost contiguous land and looser grid connection quotas. With the gradual construction of this wind and solar cluster, the group's total renewable energy installed capacity in Romania will exceed 270 megawatts, directly entering the first tier of local foreign-funded new energy developers.
