On July 14, 2026, Rudong signed a 30 billion computing power project with China Telecom. The wind power and LNG cold energy of Yangkou Port, coupled with the telecom's Xirong platform, are shifting the coordination of computing and electricity from policy expression to practical implementation.
The trump card of Yangkou Port
Rudongyangkou Port has a coastline of 86 kilometers and a sea area of 4555 square kilometers. It has built the first wind power home port in China and the largest offshore wind power cluster in Asia. The total installed capacity of new energy in the county is nearly 8.3 million kilowatts, including nearly 5 million kilowatts of offshore wind power, accounting for 40% of Jiangsu Province; The annual grid connected green electricity exceeds 15 billion kilowatt hours, which is 1.4 times the total electricity consumption of the entire county and society. Within the scope of Yangkou Port Zero Carbon Industrial Park, over 3.6 million kilowatts of wind and photovoltaic projects have been built or are under construction, with an annual green power supply capacity of 7 billion kilowatt hours. Supporting energy storage facilities have been constructed to create a complementary wind solar and energy storage system to support the bottom.

The rarer resource is LNG cold energy. Yangkou Port is the first 10 million ton LNG unloading port in China, with an annual unloading capacity of 26 million tons during the 15th Five Year Plan period. The amount of cold released during the gasification process of liquefied natural gas is as high as 6.2 billion kilowatt hours per year, and about 40% can be stably recovered through mature technology. The utilization scenarios of cold energy for liquid hydrogen production, cold energy air separation, and cold energy power generation are being implemented, forming a coordinated pattern of cold electricity with green electricity.

China Telecom's Computing Game
The total scale of China Telecom's intelligent computing related bidding in the first half of the year was about 3.4 billion yuan. The IT scale of the Rudong project exceeded 200 megawatts with a total investment of 30 billion yuan, which is an important part of its computing power map. The project will rely on core technologies such as Xirong Computing Power Dispatch Platform and Xingchen Big Model to promote construction.
