On July 16, 2026, the opening ceremony of the 2026 World Artificial Intelligence Conference and the High level Conference on Global Governance of Artificial Intelligence is approaching. The Kazakhstan China High tech Enterprise Roundtable was held in Shanghai, and Kazakhstan President Tokayev attended the meeting. During this period, in the presence of Kazakhstan's Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development, Zastan Madyev, Universal Energy and DBK signed a memorandum of cooperation for the Turan 1GW wind power project (including energy storage system), clarifying the financing intention for the project.

In April 2025, Universal Energy successfully won the bid for the wind power project and its supporting energy storage system in the first round of bidding for renewable energy projects in Kazakhstan. This is the first time Kazakhstan has launched a bid for an integrated wind power and energy storage project. The project is located in Kustana, northern Kazakhstan. After completion, it is expected to generate approximately 3.9 billion kWh of electricity annually, reducing carbon emissions by 3.9 million tons per year. The accompanying energy storage system will effectively balance wind power fluctuations and improve grid stability.

During this work visit to Shanghai, China and Kazakhstan signed over 70 commercial agreements with a total amount exceeding 15 billion US dollars. The relevant agreements cover multiple high-tech fields such as artificial intelligence, digitization, transportation infrastructure, finance, agricultural and industrial complexes, and mechanical manufacturing.Editor/Cheng Liting
