Project layout and investment planning

The 10 million ton integrated refining and chemical project is invested and constructed by Shandong Dongming Petrochemical Group Co., Ltd., located in Dongming Petrochemical Industrial Park, Dongming County, Heze City. It plans to build 10 million tons/year atmospheric and vacuum distillation, 1 million tons/year ethylene, 2.4 million tons/year xylene units, and 30 sets of upstream and downstream supporting refining and chemical equipment, with a total investment of approximately 71.3 billion yuan.

At present, Dongming Petrochemical is advancing this heavyweight integrated refining and chemical project at full speed, adhering to the positioning of high-end, green, intelligent, and integrated development. After the project is officially put into operation, it can promote the deep integration of the petrochemical industry and circular economy, fully connect the complete industrial chain technology link from raw materials, intermediate chemicals to end products, establish a demonstration project of high-end polyolefin domestic substitution for the entire industrial chain, drive social benefits of billions, and cultivate trillion level industrial clusters. Breakthrough in core high-end technology

The downstream output of the project includes EPOE high-end polyolefin materials. Compared with the traditional POE production process, this new technology only uses ethylene as a single raw material and does not need to import high priced high carbon alpha olefins. It completely breaks the technical barriers and raw material supply constraints held by foreign countries for a long time. In November 2024, the EPOE pilot equipment, constructed by the general contractor of Beiyou Engineering, was completed and handed over. After a month, in December of the same year, the entire process was completed and qualified products were produced, setting a record for the fastest completion and operation of similar devices. This pilot equipment runs smoothly and stably, laying a solid technical foundation for the landing of a 300000 ton industrial production line.

On February 28, 2025, Dongming Petrochemical's 300000 ton per year ethylene based polyolefin elastomer project began construction. The project is located in Dongming Petrochemical Industrial Park, with a total investment of approximately 4 billion yuan, of which 3.5 billion yuan is invested in engineering construction.
