Algerian President Teben has issued a clear order to achieve the first batch of phosphate exports by March 2027 at the latest, and the expansion project of the Annaba Port ore terminal must be carried out simultaneously. The President specifically instructed to strengthen the partnership between Afghanistan and China in the field of port construction. The Annaba Port Mining Terminal is positioned as the core facility of the phosphate ore export system and is an important component of the key project of Algeria's economic diversification strategy - the phosphate ore integration project. The long-term design annual throughput capacity is about 10 million tons, and the time window is extremely tight from the presidential decree to the schedule reversal.

Six berth EPC, connecting the entire industry chain
The Annaba Port Facilities Project won by China Harbour adopts the EPC general contracting mode, with a construction period of 36 months. The construction content includes 6 loading and unloading berths arranged along the dock, as well as supporting facilities such as railway loading and unloading stations, storage areas, loading and unloading handling, public works, safety and fire protection, and equipment maintenance. Behind the project is a complete industrial logic: mining in Bled El Hadba mining area → eastern mining railway transportation → Annaba port export.
