According to the National Energy Administration, the "15th Five Year Plan for the Development of Renewable Energy" jointly issued by the National Development and Reform Commission and the National Energy Administration recently proposes that during the 15th Five Year Plan period, China's renewable energy will enter a new development stage of expanding quantity, improving quality, and providing reliable alternatives.

The plan proposes the overall target, power generation target, non electricity utilization target, and reliable alternative target for the development of renewable energy during the 15th Five Year Plan period. It is proposed that by 2030, the total consumption of renewable energy will reach around 1.8 billion tons of standard coal.

Focusing on the main target indicators, we plan and deploy seven key tasks, namely actively expanding the supply of renewable energy electricity, accelerating the improvement of the reliable substitution capacity of renewable energy electricity, striving to promote breakthroughs in non electric utilization of renewable energy, comprehensively improving the consumption level of renewable energy, consolidating and expanding the advantages of renewable energy technology and industry, improving the policy system and long-term mechanism for high-quality development of renewable energy, and deepening high-level international cooperation in renewable energy.

In terms of expanding the supply of renewable energy electricity, the plan adheres to both centralized and distributed approaches, with equal emphasis on land and sea, coordinating on-site consumption and external transmission, accelerating the construction of three wind and photovoltaic bases, promoting the standardized and orderly construction of offshore wind power, focusing on the integration of water, wind, and solar power, promoting hydropower development and construction, diversifying the development of distributed new energy in multiple scenarios, and actively promoting the development of biomass, solar thermal, and ocean energy generation.

In promoting the non electric utilization of renewable energy, we will combine renewable energy resources with the demand for green and low-carbon alternatives such as fuel, raw materials, and heat on the consumer side, and promote new breakthroughs in the non electric utilization methods and scale of renewable energy. The plan proposes a scientific layout for the development of green hydrogen ammonia alcohol, actively promoting wind and solar heating, promoting diversified and efficient utilization of biomass energy according to local conditions, and accelerating the promotion of geothermal energy heating (cooling).

The plan aims to accelerate the cultivation of new quality productivity in the energy sector, guided by technological innovation, supported by industrial upgrading, and breakthrough through market-oriented operation. Among them, it is proposed to promote the high-level development of the renewable energy industry chain and supply chain, focus on key technology and equipment in the field of renewable energy, and strengthen the research and application of domestic equipment; Intensify the large-scale application of advanced technology and equipment in renewable energy bases; Cultivate a recycling industry chain for retired new energy equipment; Improve the standards and certification system for the renewable energy industry, and accelerate the development of system friendly standards for new energy power stations.
