A digital base that is on par with water and electricity is turning computing power into something that can be plugged into a socket.

Heavy policy upgrade and implementation

On April 28, 2026, the Central Political Bureau meeting deployed the overall construction of six networks, including water grid, new power grid, and computing power grid. On July 31, 2026, the National Development and Reform Commission clarified that during the 15th Five Year Plan period, there will be an additional direct investment of about 4 trillion yuan in the computing power network, and the coordinated construction and upgrading of computing power, power grid, and communication network will be upgraded to a national level infrastructure project. The computing power network has officially departed from the scope of enterprise data center construction and become a national strategic public infrastructure at the same level as hydropower.

Four layer logic reconstruction computing power system

One is attribute upgrade. The inclusion of the computing power network in the six national networks marks the upgrade of computing power from an industrial supporting resource to a public basic resource that supports social operation, achieving the convenience of using computing power like electricity, and being centrally coordinated and dispatched by the state.

The second is spatial optimization. The energy consumption, land, and electricity prices in the eastern region are tightening, and the problem of new energy abandonment in the western region is prominent. The country has launched an 8+10+3 computing power layout, promoting computing power collaboration and cross regional computing power migration. Move non latency sensitive AI training westward and leave low latency inference in the east, and activate the green power resources in the west to support the computing power demand in the east.

The third is multi network coupling. Six networks are not independently built, but deeply integrated and collaboratively empowered. The new power grid provides green energy, the computing power grid undertakes intelligent scheduling and consumption of new energy, and the communication network ensures low latency cross regional transmission. The three networks complement each other and are indispensable.

The fourth is the upgrading of governance. The construction of the computing power network has multiple values, including stable investment, expanding domestic demand, strengthening industries, and ensuring security. A 4 trillion yuan investment has attracted a large amount of private capital, and the collaboration between computing and electricity has stabilized the training costs and carbon emissions of large models. At the same time, it is supported by software and hardware construction such as computing power dispatch, green power direct connection, and electricity spot market, improving the industrial ecology.
