Vietnam Youting Phase V Power Station officially starts construction

On the morning of August 4, 2026, the shore wind of Youting Lake in Xining Province, Vietnam swept over a series of shallow waters. The first batch of construction vehicles steadily entered the work area along the newly built temporary access road. The groundbreaking ceremony of Youting Phase V solar power plant officially started on this semi submerged open land. There is no noisy pomp, only the lake mud at the feet of the builders and the blue photovoltaic array to be spread between the water surface and the mudflat, which together outline the new outline of the clean energy landscape in western Vietnam.

The largest photovoltaic project in Xining Province has landed in Youtinghu District

As the largest photovoltaic project currently installed in Xining Province, the total installed capacity of Oil Ting Phase V is 450MW, with a planned area of approximately 645 hectares and a total investment of 777.4 billion Vietnamese dong, equivalent to 296 million US dollars. The project is invested and developed by DT5.1 Energy Co., Ltd., a subsidiary of Vietnam Chunqiao Holdings. The site is located on idle land in the semi submerged area of Youting Lake, which does not occupy high-quality farmland and can improve the efficiency of photovoltaic module power generation by taking advantage of the natural cooling conditions in the lake area. According to the established construction milestones, the project is expected to achieve commercial operation by December 2027. After completion, it can provide approximately 808 million kilowatt hours of clean electricity annually, equivalent to replacing nearly 250000 tons of standard coal in fossil energy consumption.

Since 2018, Chunqiao Holdings has successively built and put into operation three solar power plants, namely Youting No.1, No.2, and No.3, with a total installed capacity of 500MW and an area of about 720 hectares. At the time of operation, it was the largest solar power project group in Southeast Asia. After the completion of the fifth phase project, the total installed capacity of new energy in the entire Youting Lake area will exceed 950MW, becoming a leading photovoltaic industry cluster in southern Vietnam.

China and Vietnam join hands to strengthen the bottom line of green construction

The general contractor, China Electric Power Construction International Engineering Co., Ltd. Asia Pacific Regional Headquarters, regards project quality and performance progress as the core of project management, and strictly follows local laws, regulations, and health, safety, and environmental management standards in Vietnam throughout the process. The project will synchronously construct efficient photovoltaic module systems, string inverters, battery energy storage systems, 220kV substations, and supporting transmission lines. The entire construction period will minimize the interference of operational activities on the water bodies, surrounding vegetation, and native ecosystems in the lake area. Through zoning construction and segmented greening, the coordination and unity of engineering construction and ecological protection will be achieved.

Previously, POWERCHINA had built more than 2GW of overseas PV projects in the Asia Pacific region, and accumulated rich experience in mudflat PV construction in the lake region. This time, the two sides will once again deepen their cooperation and turn the Oil Ting Phase V project into a new model for deepening cooperation in the field of new energy between China and Vietnam.
