Beside the deep blue waves of Lake Issyk Kul, the long silent mountain pass finally waited for the echo of the windmill. As the first large-scale wind power project in Kyrgyzstan, this land that was once only rumored is now transforming natural wind energy into sustainable green development through cross-border capital and technological cooperation.

Wind power project officially signed a contract

On August 6, 2026, at the 8th Russia Kyrgyzstan Economic Forum, Novavand Kyrgyzstan, a subsidiary of Russian Atomic Energy, signed a contract with the Russia Kyrgyzstan Development Fund to build a 100 MW wind farm on Lake Issyk Kul, the first large-scale wind power project in Kyrgyzstan. The total investment of the project is 126 million US dollars, funded by the Russia Kyrgyzstan Development Fund and the Eurasian Development Bank. The design work is currently underway, and the equipment components have arrived. It is expected to be put into production within 1.5-2 years. Russian Atomic Energy is responsible for the full cycle management of the project, while the local company undertakes the implementation of the project.

Years of preparation finally pushed forward

The project has undergone long-term preparation, with a memorandum of cooperation and investment intention signed in 2023, and the foundation laid and a formal investment agreement signed in 2024. The wind power project is one of the achievements of this forum, which reached a total cooperation of 800 million US dollars, covering multiple fields such as energy, industry, communication, and logistics. Drive regional green development

The Russia Kyrgyzstan Development Fund is a bilateral financial institution between the two countries, with an initial capital of 500 million US dollars. As of August 2026, it has raised nearly 1.5 billion US dollars, supported thousands of projects, and aims to increase its capital to 1 billion US dollars by 2030. Russia Atomic Energy has mature wind power operation experience, and the existing wind power installed capacity in China exceeds 1.3GW. The project will improve the energy structure of Kyrgyzstan, reduce the consumption of fossil energy, enable the development of green culture and tourism in Issyk Lake, establish a model of energy transformation in Central Asia, and enrich the practical cooperation scenario of green energy in Central Asia under the framework of high-quality joint construction of the the Belt and Road.Editor/Gong Ziwei
