After going through ocean transportation, the second batch of 5000 sets of photovoltaic aid equipment from the Chinese government has been successfully delivered to Cuba, providing a practical solution to the local energy shortage situation. The first batch of equipment has been put into use in hurricane stricken areas and eastern rural areas. Cuban power companies are vigorously promoting installation, and many remote households without electricity finally have stable independent power supply systems. Public medical institutions and welfare places have also been able to get rid of the problem of power grid outages. At the same time, Cuba has introduced new favorable policies for new energy, and domestic and foreign forces are working together to accelerate the development of the island's renewable energy industry.

Photovoltaic equipment expansion and upgrade cover all cities and towns in the region

The 5000 photovoltaic systems coordinated by the China International Development Cooperation Agency will be distributed to 169 municipalities throughout Cuba. The single energy storage capacity is 14.3KWh, which is twice the energy storage scale of the previous batch of equipment. The output power is 3.6KW, and the overall installed capacity is about 18MW, with a total supporting energy storage capacity of 71.5MWh. In November 2025, China will donate the first batch of 5000 sets of 2KW photovoltaic equipment, with a focus on assisting remote villages in the east and areas affected by Hurricane Melissa. The Cuban power company has completed the first batch of equipment installation and distribution, with 2671 sets supplied to public institutions such as health centers and day care centers, and 2329 sets installed in remote households. Unified on grid electricity pricing activates the green electricity market

The Cuban Ministry of Finance has simultaneously implemented two new regulations to support new energy. Resolution No. 179/2026 has revised the previous electricity price standards, which stipulate that all renewable energy sources connected to the grid will be sold at a rate of 90 Cuban pesos per kWh, equivalent to 3.30 US dollars per kWh, regardless of household use or power generation period. The differentiated policy of 3 Cuban pesos per kWh for non residential use and 6 Cuban pesos per kWh for residential use in the old regulations has been cancelled. The new regulations include all wind power biomass and other items in the unified electricity price system, clearly expanding the scope of application of clean energy revenue policies and greatly enhancing the enthusiasm of the public and the market to spontaneously invest in green power projects.

Multiple tax incentives reduce industrial investment

Resolution 180/2026 increases the tax reduction and exemption benefits, exempting the entire set of renewable energy equipment such as photovoltaic modules, solar water heaters, small fans, biogas digesters, and others from import tariffs. Individuals and enterprises investing in clean energy facilities can enjoy a reduction or exemption of personal income tax and corporate income tax based on the investment amount, with a maximum preferential period of 8 years. Public welfare institutions can provide special support for projects such as medical necessities, household water supply facilities, etc. The clause of one-year sales tax exemption for new energy equipment can further connect the upstream and downstream industrial chains, and provide a sound institutional guarantee for Cuba's long-term energy independence.
