The collaboration of computing and electronics was first included in the government work report and incorporated into the outline of the 15th Five Year Plan. Since July, the "15th Five Year Plan for the Construction of New Power Systems" and the "15th Five Year Plan for the Development of Renewable Energy" have been successively released. A 10000 kilowatt hour cluster consumes at least 200000 kilowatt hours of electricity per day, and it is expected that by 2030, the national computing power consumption will reach 800 billion kilowatt hours, accounting for about 6% of the total electricity consumption in society. The eight words of "using electricity to strengthen computing" and "using computing to promote electricity" have set the tone for the energy base of China's AI in the next five years.

Integrating computer and electronic collaboration into planning
The 15th Five Year Plan for the Construction of a New Power System proposes to preliminarily establish a safe, reliable, green, low-carbon, resilient, intelligent and flexible new power grid by 2030, promoting the coordinated development of electricity and computing power. The plan is to promote computing power collaboration from the power system side, with the core of ensuring supply and coordinating. On the one hand, it enhances the power supply guarantee capability to meet the high reliability power supply needs of various computing power facilities. On the other hand, it coordinates the allocation of energy resources and the construction of computing power facilities to plan computing power projects in a coordinated manner. The 15th Five Year Plan for the Development of Renewable Energy specifies that by 2030, the total installed capacity of wind and solar power will reach over 2.8 billion kilowatts, accounting for more than 50% of the total installed capacity, with a focus on increasing greenery and consumption. It guides the coordinated planning and layout of new data centers and renewable energy generation, innovates green power direct connection, source grid load storage integration and other methods, steadily improves the green power consumption level of digital infrastructure, and encourages the integrated development of offshore wind power and seabed computing power. AI electricity consumption index rises
Hou Wenjie, Director of the Statistics and Intelligence Department of the China Electricity Council, stated that artificial intelligence is currently shifting from a focus on training to a balance between training and inference. Token usage is still in an exponential upward trend, and related electricity consumption will continue to grow rapidly, becoming the main force for the long-term stable growth of electricity consumption in the whole society, promoting the optimization of the electricity structure towards technology intensive, green and low-carbon direction. According to Tan Hongjiang, Deputy Director of the Electric Power Department of the National Energy Administration, it is expected that the annual increase in computing power consumption in China during the 15th Five Year Plan period will exceed 100 billion kilowatt hours, reaching 800 billion kilowatt hours by 2030, accounting for about 6% of the total electricity consumption in the society. The collaboration of computing and electricity has connected the two systems of computing power and electricity at the planning level, enabling the green electricity in the west to better serve the computing power in the east, and making the electricity load of data centers a flexible adjustment resource for the power grid, laying a solid foundation for green energy in the era of artificial intelligence.Editor/Gao Xue
