In mid August 2026, Shangzhi City in Heilongjiang Province won two consecutive registrations for intelligent computing center projects, with a total investment exceeding 550 million yuan, marking a key breakthrough in the layout of computing power in Northeast China. The differentiated implementation path of "one light, one heavy, one rental, one construction" has officially placed this small town in Northeast China on the layout map of national intelligent computing infrastructure, and opened up a new entrance for the region to undertake the extension of eastward, westward, and northward computing.
Rapid implementation of light asset computing power projects
The Shangzhi sub center project of Hanyang North Intelligent Computing Center, approved on August 14, 2026, has a total investment of 450 million yuan and will be promoted through leasing existing computer rooms. The entire process does not involve the construction of computer room racks and supporting facilities. The project plans to construct a 2000P imported intelligent computing power cluster, equipped with a new generation of high-end AI acceleration chips, to build a heterogeneous high-performance computing server cluster, matched with a full flash intelligent storage system, using NVMe oF ultra-low latency architecture to achieve millisecond level data exchange. The construction period is only 8 months, and after completion, it can directly provide artificial intelligence model training and inference computing power services to the outside world.

This light asset model skips the long civil engineering approval and construction cycle, and can quickly generate usable computing power, filling the supply gap of high-performance AI computing power in the region.
Synchronized replenishment of heavy asset IDC base
The Chaoyun Shangzhi Intelligent Computing Center project, which was approved on August 13, 2026, has a total investment of approximately 100 million yuan and is located on the J01-01 plot in Shangzhi Economic Development Zone. The project covers an area of approximately 13359.42 square meters and will be promoted through a fully new construction model. The project will construct a standard IDC intelligent computing power base, covering the entire chain of supporting facilities such as computing power host rooms, office buildings, complete sets of high and low voltage power supply and distribution, precision cooling and heat dissipation, gas fire protection, network communication, dynamic and environmental security, etc., to create a heavy asset computing power infrastructure with long-term stable operation capability.

The two projects form a clear complementary synergy, with light asset projects quickly unleashing the computing power service market and heavy asset projects building a long-term computing power carrying foundation. This not only considers the efficiency of short-term computing power supply, but also reserves sufficient space for the continuous expansion of computing power scale in the future.
