Recently, Uzbekistan's President Mirziyoyev signed Resolution No. 257, officially launching the construction of a digital government system. The resolution requires the establishment of a unified and comprehensive digital platform, with plans to complete the digital transformation of at least 5000 government administrative functions by the end of 2028. By the end of 2030, the proportion of artificial intelligence government services launched through the government service unified portal will reach 10%. From the pilot of smart jurisdiction in Tashkent to nationwide promotion, Uzbekistan is accelerating its transformation towards a data-driven government.

Unified platform building core carrier
The resolution sets multiple mandatory development indicators, requiring a reduction of at least 30% in the research and operation costs of government information systems. All levels of government departments should fully implement paperless office and cross departmental electronic business collaboration, and establish a data-driven decision-making mechanism based on no less than 100 sets of data analysis modules. The unified digital platform will unify the architecture and technical standards of government information system construction, accelerate the system construction progress based on reusable digital components, coordinate and manage government data resources, and support the government payment system to ensure the smooth operation of public service charging business.

Clear goals to be promoted in stages
The Ministry of Digital Technology of Uzbekistan is required to invite international senior consulting firms to conduct an independent review of the platform design concept and technical solutions before August 1, 2026. By December 1, 2026, the national security department should jointly develop technical standards for government digital service data interoperability, information security, and unified research and development. The overall platform construction should be completed by July 1, 2027. The platform construction will collaborate with the World Bank and involve four major international consulting firms in the planning and design. Starting from July 1, 2027, all new and upgraded government information systems must be built on this platform. Synchronized upgrade of local digital governance
The pilot implementation of the smart jurisdictional management platform in Tashgan Mirzoulugebek District can coordinate various social and economic affairs in real-time, and the pilot results have been officially recognized. On this basis, the local government will upgrade and build a local digital government management system, integrating practical functions such as leadership coordination dashboard, people's livelihood survey and statistics, geographic information service portal, and virtual assistant based on artificial intelligence. The system will be first implemented in Karakalpakstan, state capitals, and the capital city Tashkent by the end of 2026, and gradually promoted to other cities and counties across the country from 2027 to 2028. Local governments can pay monthly service fees to cooperate with official integrated service providers and are not allowed to build similar management systems with duplicate functions without authorization.
