Kazakhstan's e-government ranks 24th globally

In 2008, Kazakhstan ranked only 81st in the United Nations e-Government Development Index. From then on, it climbed all the way up: ranked 46th in 2010, 39th in 2018, 28th in 2022, and jumped to 24th place with a score of over 0.9 in 2024, surpassing developed countries such as Switzerland, France, and Canada. In Central Asia and the CIS region, this achievement is far ahead - Russia ranks 43rd, Uzbekistan ranks 63rd, and other neighboring countries are all behind 69th.

The core driving this leap is the national level Digital Qazaqstan strategy. President Tokayev called for accelerating the digital transformation of various sectors of the economy and society, and prioritizing the deep integration of artificial intelligence into the national digital ecosystem.

Unified platform acceleration

In April 2026, the QazTech digital product unified development environment will be officially launched, compressing the time from development to launch of new services from years to weeks. At present, all state agencies have migrated to the platform, and the presidential decree has also suspended the construction of any national information systems outside of QazTech. 39 systems are planned to be migrated in 2026, of which 36 are in the final stage and 10 systems are fully operational.

During the same period, the e-government gateway completed an upgrade, increasing its maximum processing capacity from 800 requests per second to 2000, a 2.5-fold increase. More importantly, stability - the old system has accumulated 51 failures and 59 hours of downtime in three years, while the new gateway has zero failures and downtime since its launch.

AI assistant online

The new version of eGov 3.0 portal has been launched simultaneously, eliminating multiple redundant links and allowing high-frequency services to be handled through the new model first. The eGov GPT intelligent assistant, launched in April 2026, is based on Kazakhstan's self-developed Alem big language model and runs on the Alem.cloud supercomputer. It supports 50 public service queries and has been used over 150000 times. According to the plan, the assistant will be integrated into the Aitu National Digital Ecosystem by the end of the year, covering 70% of relevant traffic.

The government explicitly requires all departments not to develop artificial intelligence agents separately from eGov GPT to avoid technological fragmentation. Nowadays, digitalization has covered almost all public service areas such as enterprise registration, taxation, social security, healthcare, education, etc. Cross departmental data exchange allows enterprises to no longer submit materials repeatedly, and social security services are shifting from passive processing to active recognition and push of processing suggestions by the system.

From decentralized deployment to unified ecosystem, Kazakhstan is getting closer and closer to the goal of ranking among the top 15 in global e-government.Editor/Yang Meiling
