As a key implementation project of the 14th Five Year Plan for the medium and long-term development of pumped storage, the Helong Pumped Storage Power Station is invested and constructed by China South to North Water Diversion Group New Energy Investment Co., Ltd., and constructed and operated by South to North Water Diversion (Helong) Energy Co., Ltd. The total installed capacity of the power station is 1.8 million kilowatts, equipped with 6 sets of pump turbine generator sets with a single capacity of 300000 kilowatts. The continuous full operating hours are 10 hours, and it has obvious long-term energy storage characteristics. After the completion of the project, it will become an important power regulation resource in Jilin, greatly enhancing the new energy consumption and safe and stable operation capacity of the Northeast power grid.

The winning bid for the power supply project has been announced

The EPC general contracting project for the construction power supply project in this bidding belongs to the key infrastructure in the early stage of the power station. The bidding scope covers the entire process of survey, design, procurement, construction, grid connection, and 6-year operation and maintenance general contracting. The main construction content includes the construction of a new 66 kV construction substation, 66 kV overhead lines, 10 kV lines, and related ancillary facilities. On August 5, 2026, the second bidding announcement for the project was released, and on August 28, the winning candidates were announced. All three candidates were local power enterprises in Jilin Province, and they all adopted the model of a consortium of construction enterprises and survey and design enterprises.

The consortium of Yanbian Electric Power Engineering Co., Ltd. and Yanbian Electric Power Survey and Design Co., Ltd. ranked as the first candidate for winning the bid with a quotation of 56.99 million yuan. Jilin Chengyuan Electric Power Engineering Co., Ltd. and Songyuan Electric Power Survey and Design Co., Ltd. jointly ranked second with 59.91 million yuan. Jilin Jidian Electric Power Engineering Co., Ltd. and Jilin Electric Power Survey and Design Co., Ltd. jointly ranked third with 60.11 million yuan.

The project requires the winning bidder to provide continuous operation and maintenance services for 6 years after completion acceptance and grid connection of the substation. This integrated construction and operation model has typical demonstration significance in the construction and power supply engineering of pumped storage power stations.

The EPC general contracting of this construction power supply project is a key supporting project after the preparation period and before the large-scale construction of the main project. The newly built 66 kV construction substation, overhead lines, and 10 kV lines will provide stable and reliable power guarantee for subsequent large-scale civil construction. Subsequent core projects such as upper and lower reservoirs, water conveyance systems, and underground powerhouses will be launched one after another, and the implementation of construction power supply will lay a solid foundation for the smooth progress of these main projects.
