Cross county cluster deployment, Ulanqab computing power ecosystem enters expansion cycle

At the end of August 2026, Ulanqab City and Qishang Online completed a heavyweight cooperation agreement, laying a key piece on the industrial map of a large-scale green computing power cluster in the national hub node of East Digital West Computing. Relying on the unique natural cold source and green power endowment of the local area, the cooperation between the two sides is upgrading from single point project construction to comprehensive computing power ecological co construction.

18 billion investment landed

The cooperation framework agreement signed this time marks a new stage of cooperation between Enterprise Business Online and Ulanqab. Previously, the Enterprise Online Ulanqab Intelligent Computing Center had been guided by the national window and became one of the first batch of national compliant third-party computing centers in 2026, establishing a benchmark for computing power scale of 600MW.

The total investment of the newly launched AI computing center cluster project is about 18 billion yuan, of which the fixed assets investment is about 11.8 billion yuan. The proposed land area is 1813 mu, the planned standard cabinet is nearly 500000, and the IT capacity is 1249 MW. The project will be distributed in Chahar High tech Zone, Chahar Right Wing Middle Banner, Chahar Front Banner, and Fengzhen City, forming a green computing layout with one core, multiple points, and global linkage.

With the signing of this project, Qishang Online's total computing power scale in Ulanqab has reached 1.8GW, becoming the first tier third-party computing power operator in the East Data West Computing Hub node.

The advantage of computing power base is highlighted

The new cluster will fully adopt a 100% green power direct supply mode, combined with cutting-edge technologies such as magnetic levitation phase change cooling and CFD intelligent airflow control. The comprehensive PUE of the project will be controlled below 1.2, far below the average energy efficiency level of domestic intelligent computing centers.

Relying on the natural conditions of Ulanqab with an average annual temperature of 4.3 degrees Celsius and the availability of natural cold sources for nearly 10 months throughout the year, the cooling energy consumption of the computing power center has been significantly reduced. Combined with the locally abundant wind and solar resources, the green and low-carbon attributes of the project have been further strengthened. At the same time, the network latency from the cluster to the core nodes in Beijing is as low as 5 milliseconds, fully adapting to the low latency requirements of large-scale model training, inference, and various industry intelligent applications in the Beijing Tianjin Hebei region.
