The construction of the computing power highland on the Loess Plateau has made new progress. On October 22, 2026, the construction site of the Qingyang Smart Blueprint Western Intelligent Computing Center project was bustling with activity, with raft foundation and pile foundation construction advancing simultaneously. This super intelligent computing project, with a total investment of 5.1 billion yuan, is rapidly growing in the Qingyang East West Computing Industrial Park.
The construction progress of the first phase is advancing at full speed according to the nodes
The construction of raft foundation for Data Center 1 and DDC pile operation for Data Center 4 are currently underway simultaneously. The main project of the supporting 110 kV substation has been completed by 50% and is scheduled to be officially put into operation in November 2026. According to the established construction schedule, the first data center will be fully operational by the end of 2026, and the fourth data center will have its main structure capped. The overall construction progress of the project is significantly faster than the originally planned timeline.

The project is located in Xinqiao Village, Wenquan Town, Xifeng District, Qingyang City, within the Dongshu West Computing Industrial Park. The overall plan includes the construction of 4 data centers and R&D power substations and other full chain supporting facilities. After full completion, 11075 high-density cabinets will be deployed, with a total power scale of 158000 P. The project innovatively adopts photovoltaic glass curtain wall technology to create an integrated green power supply system for buildings, directly adapting to the national zero carbon park construction standards, and synchronously serving the landing of Dongshu West Computing projects and the promotion of dual carbon strategies.
Phase II land use procedures are closed loop
The land certificate for the second phase of the project has been officially processed in October 2026, marking the complete clarification of the ownership of the second phase land and the completion of all legal land use procedures in a closed loop, clearing the core obstacles for the comprehensive implementation of the subsequent second phase project. Based on the hardware foundation laid in the first phase of the project, the second phase will further expand the space for intelligent computing, continuously supplement the upstream computing power industry chain, and open up a full channel channel for local computing power consumption nearby.
With the successive completion of the first and second phases of the project, the infrastructure carrying capacity, large-scale computing power supply capacity, and digital industry radiation efficiency of Qingyang's national computing power hub will be further amplified, and Qingyang's core strategic position in the national integrated computing power network layout will also be continuously consolidated.
