In October, in Helingeer, the wind turbines on the grassland kept spinning, and the sound of pile driving echoed on the construction sites in the new area. This is about 300 kilometers away from Beijing, and the one-way network latency to the Beijing Tianjin Hebei region is only 3.5 milliseconds - the AI big model trained in Beijing office buildings may have data running in the computer room deep in this grassland. Recently, another batch of heavyweight projects broke ground here.

Four projects started on the same platform

Yungang Intelligent Helinger Intelligent Computing Industrial Park, Wanguo Data Helinger Integrated Green Advanced Demonstration Intelligent Computing Industrial Park North Zone, Zhongjin Helinger Zero Carbon Computing Power Base, and Halo New Network Helinger Intelligent Computing Center have successively started construction. The total investment of the project is about 15.2 billion yuan, covering a total area of about 706 acres and a planned construction area of over 630000 square meters.

Each of the four has its own strengths. The Wanguo Data North Area project has an investment of 5.1 billion yuan, with a planned computing power scale of 37000 P, covering an area of approximately 176.66 acres, and a total construction area of approximately 184000 square meters. It will construct three data center buildings, one comprehensive building, and supporting facilities, focusing on providing large-scale high-density intelligent computing services for scenarios such as large model training, AI inference, and cloud computing. The overall planning of Yungang Intelligent Industrial Park covers an area of about 200 acres, with a total investment of about 4 billion yuan (excluding servers). It plans to build 5 data center buildings, with a building area of about 160000 square meters and an IT capacity of about 200MW. The construction of this project will involve a partial investment of 1.89 billion yuan, a planned computing power scale of 5400P, a total building area of about 110000 square meters, and the construction of 2 data center buildings, 1 comprehensive building, and supporting ancillary facilities. The total capacity of IT cabinets is 88MW, with liquid cooling technology as the core energy-saving path. The total investment of Zhongjin Zero Carbon Computing Power Base is about 4.9 billion yuan (excluding servers), covering an area of 223 acres. It will construct 4 computer room buildings, 8 auxiliary power buildings, 1 220KV substation, and 1 auxiliary building, with a building area of 215200 square meters. Currently, pile driving is underway. The Halo New Network Intelligent Computing Center is invested and constructed by Beijing Halo New Network Technology Co., Ltd. with an investment of approximately 1.235 billion yuan. It covers an area of 107.25 acres and has a total construction area of 98619.33 square meters. It is planned to build 2 data centers, 2 diesel generator buildings, 1 operation and maintenance administrative office building, 1 reserved 110KV substation, and 1 gatehouse. Construction has already begun.

Green computing power foundation

Why did the project cluster and settle down? The answer is written in the wind and light. As a national hub node of the integrated computing power network, Helingeer New Area has turned wind and solar resources into a cost advantage in computing power. The proportion of green electricity usage in the park's data center exceeds 85%, and the average PUE of key data centers does not exceed 1.15. Its energy consumption level remains at the forefront of the industry. Up to now, there are 64 projects in Hohhot to gather operators, financial computing power, national ministries and commissions, and the computing power center of Internet leading enterprises. The supply system of diversified computing power is becoming increasingly perfect, the proportion of intelligent computing power has exceeded 97%, and the total scale of computing power in the city has reached 165000 P. The addition of four new projects has made this supply network more dense, green, and stronger.

From construction to utilization

The real test lies in using. Relying on the institutional innovation advantages of the pilot free trade zone, Helingeer New Area is comprehensively exploring cross-border data and overseas computing power business, continuously empowering diversified scenarios such as big model research and development, financial cloud services, and industrial digitization. At the same time, the new area is accelerating the localization and layout of computing power equipment, promoting the iterative upgrading of computing power monitoring and scheduling platforms, opening up cross domain computing power scheduling channels, exploring market-oriented transactions of computing power factors, and enabling computing power on the grasslands to reach the demand side in the east faster.

From the rotation of the fan to the lighting of the computer room, from the shelving of the computer room to the landing of orders, Helinger is twisting the advantages of green electricity and institutional innovation into a rope.
