On August 29, 2026, the unveiling ceremony of the Green Power TO Zero Carbon Library was held at the Luang Prabang Peace Middle School in Laos. Xu Wenguang, member of the Standing Committee of the Zhejiang Provincial Party Committee and Executive Vice Governor, Zhang Hequn, Acting Consul General of the Consulate General in Luang Prabang, Wu Yuebin, General Manager of State Grid Zhejiang Electric Power, and Kan La, Deputy Secretary of the Luang Provincial Party Committee, attended the ceremony and delivered speeches.

Xu Wenguang stated that the project carries the beautiful friendship between Zhejiang and Langzhou, and demonstrates the value of green empowerment for people's livelihoods. We look forward to the library becoming a ladder for local teenagers to pursue their dreams and promote the passing on of good relationships between old and new friends. Zhang Hequn said that it coincides with the 65th anniversary of the establishment of diplomatic relations between China and Laos and the good year of China Laos friendship. The zero carbon library is a microcosm of Zhejiang's green development experience to benefit its neighbors, and is also the result of China Laos green cooperation on the the Belt and Road. We are willing to work together with Laos to promote the implementation of more livelihood projects and assist in the construction of a 24/7 China Laos community with a shared future in the new era.
