From the shores of the Caspian Sea to the Indochinese Peninsula, an invisible green energy link is quietly weaving. Azerbaijan and Vietnam's ROX Group recently held key consultations, putting on the table the site selection survey of wind farms and the interconnection blueprint of cross-border power grids, promoting energy cooperation between the two countries from a memorandum of understanding to practical implementation.

Recently, the Energy Minister of Azerbaijan met with the General Manager of ROX Energy Global in Vietnam to discuss the 200 MW wind power project in Azerbaijan that ROX Group is participating in.

Wind power project negotiation

Both parties have finalized the three core tasks for the early stage of the project, including selecting the wind farm site, preparing the technical and economic feasibility study report, and conducting on-site wind resource measurements. This type of basic survey and demonstration directly affects the subsequent equipment selection, engineering construction, and investment progress. Azerbaijan is accelerating its energy transition and reducing its dependence on fossil fuels. The wind energy resources along the Caspian Sea coast and inland areas are suitable for the development of large-scale wind power. The 200MW wind power project is a project introduced by Azerbaijan to develop renewable energy through foreign investment. In 2025, both sides have signed a memorandum of understanding on cooperation, and this meeting promotes the shift of cooperation from agreement to implementation.

Photovoltaic and Grid Planning

The talks will simultaneously explore the photovoltaic project in the Nakhchivan Autonomous Republic. The local area has abundant sunshine resources and is relying on the positioning of green energy zones to promote green electricity export projects. Both parties will exchange information on photovoltaic site selection, grid access plans, and power sales models. Azerbaijan is building two key power grid projects: Naxichevan access to its own main power grid project, and Naxichevan Türkiye cross-border power interconnection channel. The power grid project aims to open the channel for green power transmission to Türkiye. In the future, local clean energy can not only be supplied locally, but also exported through transnational power grids.

Cooperative entities and prospects

Vietnam ROX Group is a diversified local enterprise with business covering real estate, finance, agriculture, etc. In recent years, it has focused on the new energy sector and established subsidiaries responsible for the development and operation of wind and photovoltaic projects at home and abroad. The group is expanding its overseas market while consolidating its domestic business, and this Azerbaijan project is an important case of its overseas new energy layout. At present, the 200MW wind power and Naxichewan photovoltaic projects are both in the preliminary demonstration stage. The next step will be to complete the on-site survey of wind and solar resources, issue a technical and economic evaluation report, and determine the project investment and start time.
