Chinese enterprises sign contract for Jordan green hydrogen pre feasibility study project

On September 14, 2026, in Amman, the capital of Jordan, the Minister of Energy and Mineral Resources of Jordan, Salih Halabsher, and the Chairman of China's Getting International Energy Holdings Co. Ltd., Yin Mingshan, signed a memorandum of understanding to conduct pre feasibility technical research on green hydrogen and derivative projects in the Aqaba region of Jordan. According to the agreement, the Chinese side will be responsible for preparing a pre feasibility level technical research report, covering technical, environmental, and social impact assessments, as well as hydrogen production cost estimates and determination of required land. This signing is a memorandum of understanding, which is a framework technical research document and does not constitute a project investment or construction commitment. After signing the contract, Halabsheh stated that Jordan is collaborating with multiple Chinese companies in this field in accordance with its national green fuel strategy.

Target of 500000 tons of green hydrogen by 2035

This is not Jordan's first deployment in the field of green hydrogen, but a continuous promotion of its systematic national strategy. Jordan approved its energy strategy from 2025 to 2035 in 2026, explicitly listing green hydrogen as a key direction for the country's energy transition. According to the strategy, Jordan aims to start commercial production of green hydrogen by 2030 and achieve an annual production capacity of approximately 500000 tons by 2035. To achieve this goal, Jordan plans to allocate up to 8 gigawatts of renewable energy capacity for green hydrogen production by 2030, and further expand to over 22 gigawatts by 2040. The target for the proportion of renewable energy in the power structure is to reach 40% by 2035. Jordan's green hydrogen strategy has distinct export-oriented characteristics. The country has abundant solar energy resources and is located in the strategic corridor of the Gulf of Aqaba, which connects the Red Sea and the Mediterranean Sea. Green hydrogen and its derivatives can be easily exported to European and Asian markets, with the goal of becoming a regional center for green hydrogen production and export.

Multiple Chinese enterprises are laying out green hydrogen in Jordan

The signing of the MoU further expands the cooperation network of Chinese enterprises in the green hydrogen field in Jordan. China United Energy Group is the earliest enterprise to establish a presence. In September 2025, it signed a memorandum of understanding with the Jordanian government on the feasibility study of a green hydrogen project worth 1.155 billion US dollars, with a plan to produce 200000 tons of green ammonia annually for export. In June 2026, the Jordanian Cabinet approved a land use agreement with UEG to advance the feasibility study of the project, which will use an off grid solar energy system completely independent of the national grid to produce green hydrogen. The project is still in the feasibility study stage. In addition, Jordan signed its first green ammonia investment agreement in May 2026, with the UAE Poland consortium investing $1 billion to build a project in Aqaba with an annual output of 100000 tons of green ammonia. It is expected to be put into commercial operation in November 2030. From UEG to Getting International, Jordan is advancing its green hydrogen strategy in parallel with multiple projects. It should be pointed out that green hydrogen projects generally face risks such as high investment, high costs, insufficient industrial chain support, and policy changes. From MoU to the final investment decision, it still needs to go through multiple stages such as feasibility study, financing, and approval, and there is uncertainty about whether the project can ultimately be implemented. Collaboration within the framework of strategic partnerships

The intensive cooperation in the field of green hydrogen is rooted in the strong strategic partnership between China and Jordan. China and Jordan established diplomatic relations in 1977 and established a strategic partnership in 2015. Jordan is an early Middle East country to publicly support the the Belt and Road Initiative. The two countries have signed a memorandum of understanding on cooperation in November 2023 to promote the integration of this initiative with Jordan's vision of economic modernization. At the economic and trade level, China is Jordan's largest source of imports, accounting for about 30% of its total imports, with bilateral trade reaching 6.72 billion US dollars by 2025. China's total investment in Jordan has reached about 3 billion dinars, mainly distributed in the fields of energy, technology, infrastructure, and water. In August 2026, King Abdullah II of Jordan paid a state visit to China and issued a joint statement agreeing to deepen the strategic partnership between China and Jordan, explicitly mentioning the expansion of cooperation in areas such as green energy, digital economy, and advanced manufacturing.
