In the factory workshops of Lagos Industrial Zone in Nigeria, many production lines are still relying on self provided diesel generators to maintain operation. The latest power expansion plan of the local government is drawing a clear timetable for breaking through the long-standing power shortage situation. As of October 2026, Lagos State in Nigeria has completed the preliminary filing of the first batch of 12 distributed power generation projects, and the pace of electricity marketization reform is continuously accelerating.
Clear timeline for 3000 MW power supply expansion
On October 10, 2026, the Deputy Governor of Lagos State, Nigeria, officially announced at the 4th Lagos Business School Africa Energy Conference that the state will increase its current power supply capacity from less than 1000 megawatts to over 3000 megawatts by March 2027, completely ending the frequent power outages in industrial and livelihood areas. To achieve this goal, the state government will coordinate the addition of 2000 megawatts of power supply resources through multiple channels, covering multiple paths such as State Grid's additional supply, independent power generation projects, energy hubs, power generation ships, power traders, and embedded power generation.

This expansion plan is not solely focused on the construction of the power supply side, but also includes the upgrading of transmission capacity, substation renovation, optimization of distribution lines, popularization of smart meters, and establishment of a digital monitoring platform for the power grid in the supporting list. The entire chain from power generation to terminal electricity consumption is synchronously promoted for renovation, avoiding the problem of congestion caused by the inability to stably deliver new electricity to the user side.
Provide support for the market-oriented reform of local electricity market
The power supply expansion plan in Lagos State is being promoted based on the local power reform framework that has gradually been implemented in recent years. In 2023, Nigeria will revise its constitution and electricity law to provide clear legal basis for each state to establish local electricity markets. In December 2024, the federal electricity regulatory department will officially initiate the process of transferring electricity regulatory authority to Lagos state, and cross state power grid transactions will still retain unified regulatory rules at the federal level.
At present, the Lagos State Electricity Regulatory Commission has issued detailed licensing guidelines, with clear and explicit requirements for declaration materials in the power generation and trading processes. Enterprises are allowed to submit letters of intent in advance to complete the declaration, and gradually implement the full process agreement for electricity purchase, fuel, grid access, and terminal sales, leaving flexible space for various market entities to participate in local power construction. The roar of generators in the industrial zone is gradually weakening, and stable power supply from the grid is gradually replacing self owned power sources. Lagos' goal of building an all-weather power economy is moving from planning to reality.Editor/Cheng Liting
