In October 2026, the Singapore Energy Market Authority officially issued a principle approval, and the Vietnam Malaysia Singapore Renewable Power Plan led by Shengke Public Utilities obtained key access permits, marking a substantial breakthrough in the construction of the Southeast Asia Cross border Green Power Corridor.

1.3GW cross-border green power channel landing

The total planned transmission capacity of the project is 1.3GW, and it is expected to officially start commercial power transmission in 2035. The entire regional power corridor will connect Vietnam, Malaysia, and Singapore. The project integrates Vietnam's offshore wind power resources with Malaysia's solar power generation and battery storage systems. The green electricity produced in Vietnam is first sent to Malaysia through the cross-border power grid, and after completing peak shaving and energy storage locally, it is then transmitted to Singapore. Malaysia can also simultaneously obtain some green electricity supply.

Shengke Public Utilities is a wholly-owned subsidiary of Shengke Industry and is currently working with a consortium of multiple parties to promote the implementation of the project. The members of the consortium include Vietnam Petroleum Technology Services Company, a subsidiary of Vietnam National Oil and Gas Group, and MY Energy Consortium, jointly composed of Malaysia National Energy Company and National Oil Company. The parties have signed a joint development agreement as early as May 2025 to establish a cooperation framework for the subsequent project promotion.

ASEAN power grid construction takes a crucial step forward

After obtaining the principle approval from Singapore's EMA, the project team will proceed with the subsequent approval work of various national regulatory authorities, synchronize with the power purchaser to sign a long-term power purchase agreement, and implement project construction funds with a total scale of over 3.5 billion US dollars. This cross-border power corridor breaks the traditional model of developing and consuming green power resources independently in Southeast Asian countries, directly connecting Vietnam's wind power resources, Malaysia's energy storage and regulation capabilities, and Singapore's high-end electricity demand, achieving complementary advantages in energy resources among the three countries. After completion, the project can deliver over 4 billion kilowatt hours of clean electricity to Singapore annually, directly covering about 12% of Singapore's overall electricity demand and significantly reducing the local reliance on natural gas power generation. The VMS program can not only fully unleash the potential for offshore wind power development along the Southeast Asian coast, but also provide mature demonstrations for cross-border power interconnection in the ASEAN region, laying a solid project foundation for the overall construction of the ASEAN power grid in the future.Editor/Cheng Liting
