In November 2026, Heilongjiang completed its first clean energy transmission transaction to Hunan, with a total traded electricity of 245000 kilowatt hours, directly pushing the local annual electricity transmission contract to exceed the 20 billion kilowatt hour mark. Both core data sets have broken historical records.
Clean electricity accounts for over 60%
Among the 20 billion kilowatt hours of annual contracted electricity for external transmission that broke through this breakthrough, the contracted electricity for clean power transmission reached 13.711 billion kilowatt hours, accounting for over 68%. This means that the main force of Heilongjiang's external transmission is no longer traditional thermal power, but green power resources centered on wind and solar power. The external transmission footprint has cumulatively covered 20 provincial-level administrative regions across the country, spanning six major regions: Northeast, North, East, Central, Northwest, and Southwest. The coverage boundary of North South Power Transmission extends further southward.

For the receiving provinces, this batch of long-distance transmission of clean electricity directly supplements the local low-carbon power supply, helping to reduce the carbon emission intensity on the electricity side. For the local area of Heilongjiang, the originally idle scenic resources on vast land are directly transformed into actual income from cross provincial transactions, and the advantage of resource endowment becomes tangible industrial income. This first transaction to Hunan also marks a further extension of the radius of Heilongjiang's green power transmission, and the space for cross regional green power configuration has been further opened up.
Long term incremental space for external delivery capability opens up
Behind the steady increase in external power transmission is the continuous extension of the strong power grid in Heilongjiang Province. During the 14th Five Year Plan period, State Grid Heilongjiang Electric Power has put into operation a total of 14 500 kV power grid projects, basically forming a three horizontal and five vertical main grid structure, providing solid physical support for the integration of new energy into the grid and cross regional transmission. Previously, the newly-built substation of Daqing Lindian New Energy Gathering 500 kV Transmission and Transformation Project was put into operation, greatly enhancing the centralized collection capacity of local dispersed wind and photovoltaic power.
According to the plan, during the 15th Five Year Plan period, State Grid Heilongjiang Electric Power will promote the construction of the ultra-high voltage power transmission channel for the clean energy base in eastern Heilongjiang, and the Heilongjiang supporting project for the North China ultra-high voltage direct current project of the Songliao clean energy base. At the same time, it will accelerate the construction of a 500 kV new energy collection station, with an additional collection and access capacity of nearly 30 million kilowatts, to meet the rapid growth of new energy grid connection and power transmission in the future. Heilongjiang, as an important clean energy base in northern China, has the highest potential for wind energy development and solar energy development in the country. It is expected that by 2030, the proportion of wind and solar new energy installed capacity in the province will exceed 65%, doubling the current scale. The growth space for green power transmission will continue to be released in the future.Editor/Cheng Liting
