Since the implementation of the rural revitalization strategy, the appearance of the countryside has been changing with each passing day, and "doing a good job in the construction of the'four good rural roads' and tourist roads is an inevitable requirement for serving and integrating into the construction of a new development pattern, and is an important content of improving rural infrastructure and building beautiful villages. It is a strong support for promoting industrial transformation and developing global tourism.” On July 13, the deputy secretary of Shanxi Provincial Party Committee and Governor Lan Foan held the “Four Good Rural Roads” and three No. 1 tourist roads in the province at the provincial government. It was emphasized at the construction work promotion meeting.

The purpose of this meeting is to thoroughly implement General Secretary Xi Jinping's important instructions on the "Four Good Rural Roads" and to investigate the spirit of Shanxi's important speech, and make arrangements for high-quality promotion of rural road construction in the province during the "14th Five-Year Plan" period. During the "14th Five-Year Plan" period, Shanxi will invest 120 billion yuan to rebuild 29,400 kilometers of "four good rural roads" and three No. 1 tourist roads.

Coordinate the "three relations" and grasp the "six requirements"

During the "13th Five-Year Plan" period, Shanxi Province invested 68.4 billion yuan to rebuild 74,800 kilometers of rural roads, simultaneously implemented 25,000 kilometers of road safety and life protection projects, and renovated 388 dangerous bridges, which completely solved a batch of "oil return to sand". The construction of a rural road network with extensive coverage, accessibility, and safety and convenience has been built on issues such as “broken roads” and “bottleneck roads”; invested 32.2 billion yuan to build three 3,469 kilometers of No. 1 tourist roads, including 1,615 kilometers of Yellow River No. 1, and the Great Wall. No. 1 is 789 kilometers and Taihang No. 1 is 1065 kilometers. It connects 66 scenic spots with A-level and above, and covers 130 non-A-level scenic spots. The tourist highway has become an important support for Shanxi's transformation and development.

After affirming the achievements of Shanxi’s “four good rural roads” and tourist roads during the “13th Five-Year Plan” period, Lanfoan pointed out that the speed and quality of the “four good rural roads” and the construction of tourist roads must be coordinated with speed and quality, market operation and the government. Guide, build and maintain the "three relations" and enrich the people's income, and grasp the "six requirements." First, we must reflect high quality, establish a credit evaluation system centered on quality, and promote the transformation of rural road development from a scale and speed type to a quality and benefit type. Second, we must adhere to high standards, improve system standards, improve technical standards, apply modern information technology, and improve the level of digitization of all elements and full cycles of rural transportation facilities. Third, we must build green roads, strengthen ecological protection along the line, achieve green construction, do a good job in ecological restoration, and promote the coordinated symbiosis and harmonious coexistence of road network construction and natural ecosystems. Fourth, we must study the economics of enriching the people well, insist on obtaining local materials and employing local labor, and actively broaden the channels for farmers to increase their income. Fifth, we must maintain the safety line, strictly implement the system of simultaneous design, simultaneous construction, and simultaneous use of the main projects of rural traffic safety facilities and road construction, solidly carry out safety "elimination" actions, and promote projects such as village road safety and life protection. Sixth, we must check integrity, vigorously promote the "seven open" system, and build the sunshine project and the integrity project.

Construct a comprehensive tourism transportation network

Shanxi will focus on the four key links of rural road construction, management, maintenance, and transportation to make up for shortcomings, strengths and weaknesses, and build mechanisms.

Lan Foan pointed out that, first, we must speed up the construction of rural road networks. On the basis of hardened roads in townships and organized villages, the focus is on entering villages and households, promoting the organic connection between village roads, rural roads and trunk roads, and speeding up the upgrading of road facilities; opening up the main channels of the three major tourism sectors and organic connections Railways, highways, and aviation will build a comprehensive tourism transportation network. Second, we must enrich management methods. Fully implement the "road chief system", implement grid management of county roads, county roads, and rural roads and villages, promote the downward shift of management focus and the sinking of forces, and strengthen the legal governance of rural traffic. Establish a maintenance management agency with counties, townships, stations, and villages, and improve a maintenance system that integrates government support and market-oriented operations, and a maintenance fund guarantee mechanism supplemented by financial investment and multi-channel financing. Fourth, we must improve operational efficiency. Consolidate the achievements of the construction of villages to open buses, develop rural logistics, and implement the construction of resource roads, tourist roads, and industrial roads in accordance with local conditions.

Lanfoan also made requirements for the development of tourist roads into high-quality roads, functional roads, demonstration roads, and smart roads, and proposed that all departments at all levels should strengthen organizational leadership, element guarantees and follow-up implementation to ensure the completion of the "14th Five-Year Plan" rural roads. The construction of rural road network is a key construction project benefiting the whole country, which will greatly enhance the happiness of rural residents.
