On December 8, 2025, under the joint witness of China Petroleum Global Guangdong Company and Straits Bio LNG of Singapore, an Exclusive Cooperation Agreement was officially signed in Singapore for the construction of a liquefied biomethane plant in Malaysia. The signing of this agreement not only marks a crucial step forward for an important green energy project, but also opens up a new window of cooperation for the deep integration of Chinese engineering technology with the energy transformation needs of the ASEAN region.

According to the agreement signed this time, China Petroleum Global Guangdong Company will engage in exclusive cooperation with Singapore's Stiras Bio LNG company on EPCC engineering construction services for the liquefied biomethane plant project in Malaysia. The EPCC model covers the complete chain from engineering design, procurement, construction to commissioning. This deeply bound exclusive cooperation lays a solid and reliable foundation for the smooth progress of the project, clarifies the long-term partnership between the two parties in terms of technology, resources, and responsibilities, and ensures efficient and coherent project execution.

Location advantage and green mission

The factory is located in Maharani Freeport, Mapo, Malaysia, which has significant advantages in both location and policy. The project plan is divided into two phases of construction, with the core mission of effectively filling the regional market's supply gap for clean and renewable gas by converting organic waste into high-value liquefied biomethane. The implementation and operation of the project will directly assist in optimizing the energy structure of Malaysia and even the wider region, promoting the achievement of low-carbon and sustainable development goals.

Leveraging the new market for green energy in the region

Liquefied biomethane, as an advanced biofuel, plays an increasingly important role in the global energy transition.
