Against the backdrop of accelerated energy transition and deepening cooperation between China and Kazakhstan, Chinese companies are entering a substantive stage of green energy layout in Kazakhstan. From wind energy storage to hydrogen energy strategy updates, multiple policies and project developments are releasing signals.

245.8 MW wind power project to be implemented

According to Qazinform on March 2, 2026, Kazakhstan's Energy Minister Yellan Akhenanov announced at a board meeting that multiple renewable energy projects will be launched in 2026.

According to the plan, a total of 10 projects with a total installed capacity of 245.8 megawatts will be put into promotion. The government of Kazakhstan plans to sign an agreement with Chinese investors to build wind farms equipped with energy storage systems. At the same time, the concept of hydrogen energy development will be updated by 2040, and the Alternative Energy Law is also planned to be passed to provide institutional guarantees for subsequent investments.

Upgrading auction mechanism and policy system

The minister stated that the first large-scale wind power plant purchase auction held last year was an important breakthrough in Kazakhstan's renewable energy marketization mechanism. In the same year, the government also reached an agreement with a large Chinese enterprise to build a large-scale solar power generation facility, demonstrating that Chinese capital has become an important force in the expansion of local new energy.

Under a broader framework of energy cooperation, Qazinform previously reported that Kazakhstan and China have launched the expansion project of the Shymkent Refinery, indicating the parallel promotion of traditional energy and green transformation.

Extending from the power generation end to the industrial chain

This round of wind power projects emphasizes the wind power+energy storage model, which means that Chinese enterprises will not only participate in the construction of power generation facilities, but also enter the stage of energy storage system configuration. Combining the update of hydrogen energy strategy and legislative promotion, the layout of Chinese enterprises in the energy market in Kazakhstan is shifting from single project cooperation to long-term institutionalized participation.
