On June 17, 2026, the Minning Green Power Smart Application Center with a total investment of 5 billion yuan was officially put into operation in Minning Town, Yinchuan, Ningxia. With a pure domestic computing power scale of 2500P, a green electricity cost of 0.4 yuan/kWh, and four 100 GB high-speed direct connected circuits, redefine the connotation of the era of East Digital West Computing.
After 30 years of collaboration between Fujian and Ningxia, we have ushered in a new leap in the digital age. From traditional industry assistance to cloud collaboration, this computing power center covering only 25 acres not only carries a data center, but also a milestone in the deep cooperation between Fujian and Ningxia provinces in the field of digital economy.
Based on China Unicom Xiamen Smart Cloud Data Center and Minning Green Power Data Intelligence Application Center as the core base, relying on four hundred G millisecond level inter provincial direct connection circuits, a computing power expressway spanning 2000 kilometers has been constructed. The strong demand for computing power in Fujian is efficiently matched with the abundant green computing resources in Ningxia. The comprehensive computing power service model of Min Shu Ning Suan, Min Shu Ning Bei, and Min Shu Ning Cun is promoting the transformation of Min Ning cooperation from one-way assistance to a new stage of complementary advantages and two-way empowerment.

Building a secure foundation for the national production of computing power
The first phase of the project covers one intelligent computing center computer room, with over 8000 domestically produced computing cards deployed internally and a computing power scale of approximately 2500P. In the current complex and ever-changing international computing landscape, the deployment of a purely domestically produced computing power cluster has profound strategic significance. The Unicom Xingluo 2.0 computing power scheduling platform is synchronously empowered, and through heterogeneous computing power pooling and global intelligent scheduling, the throughput rate of unit computing power tokens is doubled, and the average utilization rate is increased by 20%.
Our self-developed inference engine can increase the return time of the first byte by more than twice under high load, ensuring efficient and stable operation of AI business. Relying on China Unicom's self-developed computing power intelligent networking AINet, four 100G direct connected circuits have been used to achieve network on-demand computing and task migration. The 3000 kilometer long-distance RDMA lossless transmission verification has been completed, and cross provincial large-scale model hybrid training has become a reality.
Green electricity cost advantage forging core competitiveness
Energy costs usually account for 60-70% of the total operating costs of computing power centers, and the core competitiveness of Minning Green Power Smart Application Center is first reflected in energy costs. Ningxia has abundant wind and solar energy resources, with clean energy installations accounting for 65.9% and an installed capacity exceeding 19.4 million kilowatts. The project adopts a green power direct supply mode, with a price of only 0.4 yuan per kilowatt hour, which is a significant advantage compared to the 0.8 to 1 yuan in the eastern region.

What is even more remarkable is that the project converts 0.4 yuan per kilowatt hour of green electricity into tokens worth more than 5 yuan, achieving a 12.5-fold increase in energy value. The project strictly follows the national A-level data center standards, with an average annual PUE controlled below 1.2. Advanced energy-saving technologies such as liquid cooling and indirect evaporative cooling are adopted, and the operational availability reaches 99.9999%. Relying on the integrated computing power platform of general computing, intelligent computing, and supercomputing, real-time collaborative scheduling of computing power and electricity is achieved, providing a new solution to the two-way dilemma of computing power thirst and green power consumption.
Dual efforts of industrial empowerment and international layout
The project has established a closed-loop ecosystem for computing power supply, technology research and development, and scenario application. Before being put into operation, Fujian and Ningxia had already adopted enterprise customized computing power services to attract customers from various industries such as pharmaceuticals, finance, and intelligent connected vehicles. The agricultural field provides a standardized planting management and protection scheme for wine grapes, the industrial field makes the production line more intelligent and efficient, and the medical field relies on the Internet plus medical foundation in Ningxia to make high-quality resources directly reach the grass-roots level. As the main enterprise in the Minning collaborative digital economy chain, Xinghan Intelligent Technology (Ningxia) Co., Ltd. focuses on the research and development of domestically produced high-end servers and supercomputers. The localization rate of core components exceeds 90%. By the end of 2025, the company has produced nearly 30000 sets of servers, achieving a total industrial output value of 550 million yuan. 98% of its employees are locally recruited, mostly ecological immigrants from Minning Town, achieving employment at home.
The project also relies on China Unicom Fuzhou Smart Cloud Data Center and Zhongwei Cloud Data Center to connect the Maritime and Land Silk Roads, leveraging the advantages of dual cables, dual routers, dual backup high reliability networks, and regional international communication service import and export bureaus to provide professional computing power and artificial intelligence services for relevant countries and regions. As of now, China Unicom's computing resources have covered over 250 cities in China, with over 340 heterogeneous computing resource pools integrating training and promotion, and a total intelligent computing power scale exceeding 17EFLOPS.
