In the early morning of the Taqu Special Economic Zone, sunlight shines through the thin mist between the spacious construction sites and tidy factories. In the distance, the silver storage tanks of the refinery shone brightly in the morning light; Nearby, the construction machinery of the substation is emitting a low and rhythmic roar. On this vibrant land, a delegation led by Saisana, Secretary of the Ganmeng Provincial Party Committee and Chairman of the Provincial People's Assembly of Laos, walked steadily into the core area of the special zone. Their goal for this trip was clear: to monitor the progress of project construction, listen to the voices of enterprise development, and inject new impetus into this hot land of cross-border cooperation.

Conduct in-depth research in the special economic zone

On June 28, 2026, Saisana, Secretary of the Ganmeng Provincial Party Committee and Chairman of the Provincial People's Assembly of Laos, led an inspection team to conduct on-site research and guidance work in the Taqu Special Economic Zone. The relevant person in charge of the Special Economic Zone Management Committee, entrepreneurs settled in the park, and representatives of various investment enterprises received the delegation throughout the visit. The main purpose of this survey is to follow up on the construction progress of various investment projects in the special zone, to gain a detailed understanding of the daily operating status, development difficulties, and investor opinions and suggestions of enterprises, to accurately identify development bottlenecks, and to assist in the efficient and orderly promotion of investment and operation work in the special zone.

Understand the construction progress

The inspection team first went to the site of the refinery project of Laos Energy Development Co., Ltd. for on-site inspection. The project covers an area of 23 hectares and has a 30-year franchise. It has successfully completed the construction of all main buildings, including 11 oil storage tanks, supporting pipeline systems, and office buildings.

The project is designed to have an annual processing capacity of 50000 tons of crude oil and is scheduled to commence trial production by the end of 2026. Subsequently, the inspection team visited CAE Power Laos Co., Ltd.'s 115/22KV substation project on site. The project is a key supporting power engineering project in the special zone, aimed at providing stable and reliable power supply for park enterprises and various investment projects. The overall construction progress of the project has reached 82.5%, and after completion, it can fully meet the electricity demand of the projects settled in the special zone.

Listen to development demands

The inspection team subsequently inspected Qiaobangmei International Freight ICD Sole Proprietorship Co., Ltd. The enterprise has been investing in the construction and operation of an international freight forwarding center since 2015, covering an area of 45 hectares with a franchise period of 72 years. At present, more than 17 enterprises have settled in the park, which can handle about 1000 standard containers of heavy goods and 1500 standard containers of empty goods per month. The park focuses on multimodal transport business and strives to build a cross-border cargo distribution hub for Laos, Thailand, and Vietnam. On site feedback from the enterprise hopes that relevant departments can assist in solving development problems such as yard management and unstable power systems. In addition, the inspection team also visited Ganmeng Tongrui Pipe Industry Sole Proprietorship Co., Ltd. to conduct on-site inspections of the entire production process of the company's pipe materials. This enterprise focuses on producing a full range of PE, PVC, and PPR pipes, with an annual output of 6000 to 10000 tons.
