Two major national level infrastructure enterprises have reached a deep cooperation. On July 10, 2026, the state-owned enterprise of Laos' Highway No. 8 construction signed a memorandum of intent for strategic cooperation with Vietnam's First Construction Company at the Sutra Hotel in Vientiane. The signing ceremony was held at a high level, with senior leaders and advisors from Laos present to witness. The person in charge of the construction enterprise of Laos Highway No. 8 and the general manager of Vietnam First Construction Co., Ltd. signed on behalf of both parties. The management teams of the two countries' enterprises jointly attended the conference, with clear cooperation goals, relying on infrastructure connectivity construction to help Laos build a regional logistics center.

Synchronized layout of multiple types of infrastructure projects

Both parties have finalized multiple entity cooperation contents, and will jointly investigate, evaluate, and develop various potential engineering projects in the future. One is to upgrade the main roads, with a focus on renovating National Highway 8 and National Highway 13, building transportation channels connecting Laos and Vietnam, and consolidating the foundation of cross-border circulation; The second is port logistics support, jointly building border port logistics sites and inland dry ports; The third is to develop special economic zones and promote park construction in line with Laos' overall development plan. Vietnam First Construction Company will export advanced information technology, engineering construction technology, and modern construction techniques. Both parties have not only reached a cooperation intention, but also plan to implement the joint engineering general contracting project as soon as possible.

Both sides complement each other's advantages and seek common development

The cooperation between the two companies has natural adaptability. The state-owned enterprise responsible for the construction of Laos Highway No. 8 is under the jurisdiction of the local transportation authority and is a local state-owned enterprise. It has been undertaking key domestic transportation projects for a long time and is familiar with local policies and implementation coordination work. Vietnam First Construction Company is a leading local construction enterprise with rich experience in engineering general contracting and government enterprise cooperation projects. The head of a Laotian enterprise stated that the local government is vigorously promoting infrastructure and park construction to boost the economy and integrate into the regional transportation network. Local enterprises have shortcomings in technology, funding, and overseas operations, and urgently need strong foreign-funded enterprises to coordinate development. Both sides complement each other's strengths, with Laos providing local policies, land, and coordinated resources, while Vietnam exports advanced technology construction experience and collaborates to develop cross-border infrastructure markets. The cooperation between the two countries holds enormous economic potential, with the goal of achieving a trade volume of billions. The general manager of a Vietnamese enterprise introduced that the bilateral trade volume between the two countries is planned to exceed 10 billion US dollars by 2030, and improving transportation infrastructure is the key to achieving this goal.
