In July, in the Comprehensive Bonded Zone of Lanzhou New Area, TIR transport vehicles loaded with auto parts and single-mode optical fiber slowly drove out of the supervision area, all the way west to Uzbekistan via Khorgos Port, and the first bonded+TIR business in Gansu Province was successfully implemented. This marks the opening of a cross-border logistics channel for Gansu to the west, and opens up a new and efficient path.

The total weight of this batch of goods is 8.7 tons, with a value of over 2.35 million yuan. It is transported by Lanzhou International Port Multimodal Transport Co., Ltd. The entire process of consolidation, warehousing, customs declaration, and other procedures are completed within the comprehensive bonded area, without the need for multiple customs transfers and load changes, truly achieving a one vehicle direct delivery to overseas destinations.

As a new operational model launched by the General Administration of Customs, bonded+TIR deeply integrates the advantages of bonded policies in comprehensive bonded zones with the convenience of TIR international road transportation. After the goods are shipped from the comprehensive bonded zone, the customs of each TIR contracting country only need to verify the certificate information and seal, and in principle, there is no need to repeatedly open the box for inspection. Compared with traditional cross-border road transportation, it can compress more than 58% of the transportation time and reduce the comprehensive logistics cost by 38%, especially suitable for the transportation needs of high value-added and time sensitive goods such as electronic accessories and precision instruments.

Previously, local cross-border goods from Gansu often needed to be transferred to the eastern coastal or border ports before going through exit procedures. The long logistics chain and low turnover efficiency have always been pain points that restrict the development of local outward oriented enterprises. After the first batch of business is launched, local and surrounding enterprises in Lanzhou can directly rely on the Lanzhou New Area Comprehensive Bonded Zone to complete bonded consolidation, and with the TIR certificate, directly reach the Central Asian and European markets, completely eliminating the redundant links of intermediate transportation.

Relying on Gansu's core location advantage in the Silk Road Economic Belt, this new model will further activate the hub function of Lanzhou New Area Comprehensive Bonded Zone, build a more efficient cross-border logistics bridge for local products from Longyuan to go global, and inject real new impetus into the outward oriented economic development of the western inland areas.Editor/Cheng Liting
