Xiaoshan, located on the south bank of the Qiantang River, was once famous for its chemical fibers, auto parts, and logistics. Now, it has pressed weights onto the hardest chassis of the AI era. On August 24, 2026, a contract was signed to let the State Holding Group, Hanhai Smart Core and Transchem Group of the Economic Development Zone sit at the same table - the three parties jointly promoted the construction of two ten thousand card scale computing clusters, with a total investment of about 16 billion yuan in Phase I and Phase II, breaking the record of single fixed assets investment in Xiaoshan Economic Development Zone.

Zhejiang has already included computing power in the provincial construction plan: by 2026, the economic policy will clearly coordinate the construction of five 10000 card level computing power clusters, so that small and medium-sized enterprises can also afford training resources. Xiaoshan's move caught the provincial window perfectly.

The state-owned asset platform is managed by Guokai Holdings Group for capital and compliance, while Hanhai Zhixin has established its technology roadmap, self-developed GPU servers, and heterogeneous scheduling platform. Chuanhua Group has brought in new chemical materials, submerged liquid cooling, and embodied intelligence scenarios. Local enterprises such as Zhejiang Merchants and Zhongtuo have taken over supply chain procurement and system integration, while equipment, output value, and taxes remain within the district.

The project is equipped with two independent computer rooms, deployed with high-performance acceleration servers, and combined into two 10000 card level clusters. The first phase will be delivered before November 2026, and the second phase will be completed by March 2027. From signing the contract to lighting up the first phase of the computer room, it only took about 3 months, and the subsequent second phase will continue to advance, with a tight schedule on a weekly basis.

Delivery and operation of the joint venture company, providing 60 months of computing power services for AI big data model enterprises: computing power output, daily operation and maintenance, technical support, performance optimization all inclusive, monthly settlement to form stable cash flow. For model enterprises, adding a five-year lock up period to the Wanka cluster is equivalent to directly buying out the certainty required for training.

Xiaoshan has already prepared supporting facilities in advance: Information Port Phase 7 will undertake the regional headquarters of Hanhai Zhixin and Xingyun Technology, a 1.3 billion yuan computing power fund matrix will provide capital endurance, and collaborative data and Xingyun Technology will be in place in high-end equipment and liquid cooling links.
