On September 4-5, 2026, representatives from Chinese enterprises were extensively met with in the three provinces of Namangan, Tashkent, and Fergana in Uzbekistan, as well as the Ministry of Construction. The topics covered from coating production to heating equipment, from non-woven medical materials to prefabricated buildings, with investment amounts ranging from tens of millions to hundreds of millions of dollars. Chinese enterprises' investment in the manufacturing industry in Ukraine is accelerating from large-scale infrastructure construction to local parks and fine manufacturing, and state-level investment windows are opening up in a concentrated manner.

Naman Dry Paint Project Landing in Free Economic Zone
Chinese enterprises plan to establish a paint production enterprise in Namangan Prefecture, which will be implemented in three phases. The first phase will invest 85 million US dollars and create 500 jobs. The total investment in the future is expected to exceed 200 million US dollars, and more than 500 people will be employed at full capacity. Governor Abdulrazakov met with a company delegation and proposed to select a location in the Chust District, which belongs to the Namangan Free Economic Zone. The investment amount and employment data of this project are the most specific in the same period of negotiations, and it is a typical sample of the transfer of fine chemical production capacity from Chinese enterprises to Central Asia.

Tashkent Fergana double track entry
Deputy Governor of Tashkent Oblast Mamarov met with representatives of 15 Chinese enterprises, covering heating gas equipment, thermal technology, industrial components, electronic devices, gas sensors, certification services, and international supply chains. The focus was on researching and establishing modern production enterprises and organizing the manufacturing of heating systems and gas equipment. Governor Bozorov of Fergana Oblast has respectively connected non-woven medical materials, asphalt road building materials, and petrochemical additive enterprises. The two lines correspond to the domestic demand for heating and gas equipment in Wucheng Town and the gap in supporting materials for pharmaceuticals, infrastructure, and refining. Exploration of Assembly and Heating EPC+F Mode
The Ministry of Construction of Ukraine met with a delegation of Chinese enterprises to discuss prefabricated and industrial construction, environmentally friendly materials, steel structures, EPC and EPC+F, and public-private partnership models. Heating involves cogeneration stations, modern heating centers, and geothermal heat pumps. It is suggested that Chinese enterprises distinguish three levels of operation: large projects should follow state-level investment agreements and free economic zone discounts, equipment and materials should follow state-level industrial cooperation and technology introduction, and heating renovation projects should match financing and localization requirements.
