On October 20, 2026, during the 28th Dubai Water, Energy, Technology and Environment Exhibition, DEWA International, a subsidiary of Dubai Electricity and Water Authority, signed four international cooperation memorandums in one go. The cooperative partners include EDF Power Solutions from France, China Energy Engineering International Group, Capital Dynamics from the UK, and Tata Consultancy Services from India. Four companies respectively cover new energy investment, engineering construction, clean energy asset acquisition, and digital technology services, forming a cooperative network for Dubai Energy Enterprises to expand overseas business. Dubai is pushing its experience in energy infrastructure construction to the world, with Chinese companies becoming one of the first partners.

Four memoranda have been implemented
DEWA International was officially announced on June 20th this year and is an international business subsidiary wholly owned by Dubai Electricity and Water Authority. Its mission is to develop global traditional energy, clean energy, and water projects, and export Dubai's long-term accumulated experience in public utility operations overseas. The parent company DEWA is a major provider of electricity and water services in Dubai, achieving a record breaking revenue of 32.84 billion dirhams and a net profit of 9.09 billion dirhams, approximately 2.48 billion US dollars, by 2025. The four memoranda signed this time further demonstrate DEWA International's global business direction, with French EDF exploring investments in photovoltaics, wind power, battery storage, and pumped storage in the Middle East, North Africa, and other markets; Capital Dynamics plans to jointly invest in clean energy assets already in operation in Europe and explore the establishment of new investment tools; Tata Consultancy Services provides services such as technology strategy, integration of information technology and operational technology, and asset performance management.

China Energy Construction is invited to cooperate
China Energy Construction International Group has been included in the list of potential engineering general contracting partners for large-scale energy, water, and infrastructure projects. Both parties will explore project development and EPC engineering general contracting cooperation, utilizing the global engineering delivery capabilities of Chinese enterprises to support DEWA International in expanding its overseas project portfolio. Dubai has mature experience in developing large-scale new energy projects. The Mohammed bin Rashid Solar Park, promoted by DEWA, currently has a total installed power generation capacity of 3860MW and plans to expand to over 8000MW by 2030. The fourth phase of the project has an investment of 15.78 billion dirhams and an installed capacity of 950MW. The consortium led by Shanghai Electric serves as the main contractor, making it a representative project for Chinese companies to participate in Dubai's energy infrastructure construction. In September 2025, a high-level delegation from DEWA will visit China to exchange photovoltaic power generation, energy storage, and intelligent energy technologies with companies such as Huawei, BYD, and Sunac. Chinese enterprises follow Gulf Capital
This cooperation model has been present in the Middle East for many years. Saudi Arabia's ACWA Power and UAE's Masdar have expanded their business scope through international new energy projects, while Chinese companies have participated in construction through engineering general contracting, equipment supply, and technical services. Now that DEWA International has joined the global project development market, it will further expand the cooperation space between Middle Eastern capital and the Chinese engineering industry chain. From local power and water supply in Dubai to global development of energy projects, DEWA is expanding new business boundaries. China Energy Engineering Corporation's participation in this cooperation also gives Chinese enterprises the opportunity to become engineering partners in the global expansion of Middle Eastern energy capital from local infrastructure contractors in Dubai. As Middle Eastern energy companies expand their investments in Europe, Asia, and other markets, Chinese engineering companies also have the opportunity to follow Gulf owners into more third-party markets.Editor/Gao Xue
