In October 2026, at the Singapore International Energy Week Asia Clean Energy Summit, the Energy Market Authority officially released a five-year energy infrastructure plan, raising the cumulative photovoltaic installation target to 4GW by 2035.

Photovoltaic development extends from rooftops to suspended spaces

Currently, Singapore has about 2.3GW of grid connected photovoltaic installed capacity, and the established target of 3GW by 2030 will be achieved as scheduled. The newly raised 4GW target completely breaks the development boundary beyond the traditional building roof range. A new round of public building solar energy bidding has officially started, covering multiple scenarios such as solar carports and integrated photovoltaic buildings. The government integrates cross departmental procurement needs to form large-scale orders, directly reducing project construction costs.

The cantilevered solar pilot project in the Woodlands East Industrial Zone is led by JTC and constructed by Portuguese developer EDP. The installed capacity is 455kWp and is expected to be put into commercial operation in 2028. After grid connection, it will provide stable power supply for ten years. The newly revised Singapore standard SS 673 has been implemented simultaneously, and all renewable energy certificates issued must correspond to the actual clean electricity injected into the country's power grid, completely reducing the space for greenwashing operations. All green electricity declarations can be traced and verified.

Diversified combinations support the elasticity of power systems

From 2025 to 2029, the total investment in Singapore's power grid will reach 5.3 billion US dollars, which is 11 times that of the previous five-year cycle. Seven new transmission substations will be built, 1400 kilometers of transmission cables will be laid, and the scale of battery energy storage in operation will be promoted to exceed 1GWh. Currently, Singapore's energy storage capacity is only about 350MWh, and the target of 200MWh set for 2025 has been achieved two years ahead of schedule. We will continue to promote the large-scale replication and implementation of energy storage scenarios in the future.

Singapore's peak electricity load in 2026 is 8.6GW, and it is expected to climb to 13GW by 2031. Five new natural gas power plants will increase the country's total installed power generation by about 26%. Shengke Public Utilities has recently been granted permission to introduce 1.3GW of low-carbon electricity from the Malay Peninsula, in addition to the previous two batches of cross-border power projects. After all three channels are implemented, a maximum of 2.2GW of clean electricity from overseas can be introduced. This combination scheme of photovoltaics, energy storage, and imported green electricity and gas filling is not just a bet on a certain type of energy, but also focuses on the overall elastic upgrading of the power system.Editor/Cheng Liting
