Recently, Wu Jianwen, Chairman of China Construction Third Engineering Bureau South China Company, and Mohammad Arif, CEO of Indonesia's Liantu Technology, signed on behalf of both parties. Liu Peng, General Manager of China Construction Third Engineering Bureau, and a delegation from Zhuohe Holdings witnessed the signing. This strategic cooperation framework agreement for the artificial intelligence data center project will hand over a computing power park with a planned IT capacity of approximately 1.6GW in Puavagada, West Java Province, Indonesia, to Chinese enterprises. The first phase of 50MW is expected to be delivered in the fourth quarter of 2027.

Overall outsourcing capability for overseas expansion

This is not selling a few devices, but moving the entire chain of design, civil engineering, electromechanical, liquid cooling, procurement, and commissioning to Southeast Asia. The agreement specifies that both parties intend to carry out engineering design, procurement, and construction general contracting cooperation, covering the planning and design of data centers and supporting facilities, civil engineering, power supply and distribution, backup power supply, refrigeration and liquid cooling, water supply and drainage, fire protection, security, and related management systems, as well as equipment and material procurement management, commissioning, acceptance, and delivery. The statement by Liu Peng, General Manager of China Construction Third Engineering Bureau, points out the logic of division of labor: through the technical, engineering construction, and supply chain capabilities of Chinese partners, synergy is formed with the local resources and operational capabilities of Indonesian enterprises.

Upgrade from memo within one week

This order did not come out of thin air. Going forward, on October 19, 2026, Zhuohe Holdings signed three cooperation memorandums with China Construction Third Engineering Bureau, Jiangxi Jiusheng International Power Engineering, and Gome Financial Technology Asset Management in Wuhan, involving a maximum of 2GW for photovoltaic equipment procurement planning, a maximum of 1.6GW for AI data center construction in West Java Park planning, and potential capacity leasing. One week later, the AI data center line was upgraded from a memorandum of understanding to a strategic cooperation framework agreement. A more complete puzzle lies at both ends of the power grid, with a memorandum of up to 2GW of photovoltaic power corresponding to the supply of green computing power. The SGI submarine cable system signed between Shengjie Communication and FiberHome Communication has a total length of 6870 kilometers and will be completed and put into operation in 2028, corresponding to the international export bandwidth of computing power. Huoshenshan speed docking computing power

China Construction Third Engineering Bureau is a core engineering bureau under the state-owned enterprise China State Construction Engineering Corporation. Wuhan Huoshenshan Hospital was completed in 10 days in 2020, and its organizational ability has become a business card. And data centers, on the other hand, require the most organizational skills, with multiple specialties including civil engineering, mechanical and electrical engineering, refrigeration, and power supply and distribution running in parallel, with construction periods measured in months. Going abroad is not the first time either. In August 2026, China Construction Third Engineering Bureau International Engineering Company held a supply and demand docking meeting for Yunzhu Overseas Tour in Indonesia, organizing sub suppliers to inspect the construction site of the data center on site, introducing the matching requirements of precision power distribution, intelligent monitoring, energy-saving cooling and other equipment with high-grade building materials. According to Xinhua News Agency on October 28, 2026, China Construction Third Engineering Bureau has undertaken data center projects in Southeast Asian markets such as Malaysia, Thailand, and Indonesia, with a contract value exceeding 37 billion yuan. The signing of the Puwagada project this time has further expanded the scope. It should be noted that 1.6GW is the overall planned IT capacity, and 50MW is the initial capacity. The framework agreement does not equal the formal contract, and the EPC general contract corresponding to the initial 50MW is the actual order to be implemented.Editor/Gao Xue
