ATTRAPI Launches Tender for Northern Mexico Passenger Railway Section

The construction of a large-scale passenger railway network in Mexico continues to advance, and the Railway and Comprehensive Public Transport Bureau has launched international bidding for new sections. This northern passenger artery is open to global contractors, allowing consortia to participate in bidding and attracting close attention from multinational engineering companies.

Bidding Rules for Sections

The section from Queretaro to San Miguel de Allende, which is open for bidding this time, is 68 kilometers long and belongs to the first sub section of the Queretaro Saltillo Passenger Transport Corridor. It adopts an integrated design and construction model. The bidding deadline and opening time are scheduled for August 24, 2026, with a planned construction period of 851 natural days. It is expected to start construction on September 24, 2026. The project is executed under a fixed price contract, and the contractor can receive an annual 30% advance payment. At the same time, a full advance payment guarantee, a 20% performance bond for the contract amount, and a 10% civil liability insurance are required. The bidding work for the section from San Luis Potosi to Saltillo will also continue to advance.

Staged layout of road network

According to the ATTRAPI plan, Mexico plans to build over 3000 kilometers of passenger railways and 38 comprehensive transportation stations, with the overall project to be completed in four phases. Multiple lines in the first phase have already started construction; The second phase focuses on the central and northern routes, and relevant bidding announcements will be released in batches before September; The total length of the third phase plan is approximately 1100 kilometers for the Pacific Railway Corridor; The fourth phase continues to extend the road network to the northwest. Market competition pattern

Currently, multiple passenger railway sections in Mexico are being constructed with diverse entities. The Felipe Á ngeles Military Industry Group is responsible for routes from Mexico City to Queretaro, while the remaining sections are being tendered by ATTRAPI. The construction of the civil engineering projects for the Kreta Roy Lapado section and the Sartiyo New Laredo section has been undertaken by a consortium of Chinese and Western enterprises, with multiple overseas companies responsible for the signal system.
