The National Data Administration has officially launched the first batch of international cooperation pilot projects in the field of data. The pilot program will be carried out in 10 places in provinces such as Hainan, Fujian, and Guangdong, focusing on six directions: data infrastructure connectivity, mutual recognition of data rules and standards, and construction of cross-border service ecology. This marks a substantial step forward for China in international cooperation in the field of data, exploring institutional innovation paths for the safe and orderly flow of cross-border data.

It is reported that the first batch of pilot projects covers 10 cities and regions including Hainan, Fuzhou in Fujian, Xiamen, Quanzhou, Guangzhou in Guangdong, Shenzhen, Hengqin Guangdong Macao Deep Cooperation Zone, Shanghai, Changsha in Hunan, and Nanning in Guangxi, taking into account both the forefront of eastern coastal opening up and the highland of central and western inland opening up. Each pilot region will explore differentiated paths in international cooperation in the field of data based on its own geographical advantages and industrial characteristics. Shanghai focuses on cross-border flow of financial data, Hainan promotes data freedom and convenience based on the advantages of free trade port policies, Guangdong explores data exchange in the Guangdong Hong Kong Macao Greater Bay Area, and Guangxi carries out data cooperation with ASEAN countries.

The pilot will conduct systematic exploration in six aspects, including data infrastructure connectivity, mutual recognition of data rules and standards, and construction of cross-border service ecology.
